AnsweredSC 15 keeps down throttling when not plugged to wall.

I purchased my SC 15 about a month ago, been using it quite often while not plugged to the charger and had for the most part no issues using it on "Normal" or "Silent" via the PrecisionX Mobile app. The CPU clock always showing over 3000+ with some fluctuation but never going under.
 
Yesterday I noticed that it kept down throttling to 700 (when not plugged to charger) or so just like it normally would if you set it to "downclock" on the PrecisionX. 
I still have it set on "Normal" and it doesn't fix it. It will randomly spike up to 1k or 2k when I task it to do something but never back to 3k like it should.
Only when I plug it to the wall do I start to see it normally ramp up to the 3k where it usually ran.
 
What can I do to fix this? I haven't tweaked or changed any power setting features before this started to happen so I'm not sure what's causing it.
I do not need my computer running so low since it keeps causing stutter while running menial tasks.

It’s due to the laptop not getting sufficient power draws from the battery, it down clocks due to that and for battery life. There’s no way around it. You can’t pull 200-240 watts off a battery.

This wasn't an issue before, While not connected to the charger It always ran at the same clock speed as if it was connected to the charger.
It never throttled let alone this much regardless of settings I had it set to. So if this is a sign that the battery is already dying that's one thing, but It wasn't doing this the first 3 1/2 weeks I've been using this laptop.

Did you check your Windows power management settings? As far as I know unless you changed it from the default, your power plan will reduce performance when on battery power.

They have not been changed since I set them up originally.

It's normal. All "gaming" laptops do it. FetterEsel is correct. It is physically impossible for the battery to sustain the load that the laptop is capable of, therefore it is physically impossible for the laptop to not "throttle down" when not plugged into the wall. Like I said, all gaming laptops with high power consumption have this same limitation. When on battery, you are not meant to use the laptop to its full potential. It is designed to be plugged in all the time when in use. The battery is just there to be used temporarily between point A and point B. That's another reason why long battery life in a gaming laptop is low priority.

This same question was asked in this same section months ago. If you can find it (select longer date range in the filter at the bottom of this section), you will find the same answer with the numbers necessary to validate the answer.

If "it didn't do it before", you were either wrong, not looking, or it was faulty and about ready for the battery to blow up in your face.

That did it! I went ahead and created a new windows power plan instead of the default one titled (normal). Made sure everything was the same from both plugged in and on battery and gave it a test run. After a few hours of running on battery everything worked as it should be, never throttled down below 3k like before. So yeah most likely something on windows end changed my settings.

But, it is still throttling. ;-) I guess you are confused and just wanted it to throttle slightly less. Yes, the windows power plan options will have an affect on how much it will throttle, but truly it will always throttle when not plugged into the wall.
