I enabled ErP/[Max Power Saving Mode] but it did nothing. Weird.
Here the exact terms for the options.
[AUTO] [Light Power Saving Mode] [Medium Power Saving Mode] [Max Power Saving Mode]

That might be normal for your ASUS motherboard so I recommend you contact ASUS or post on their forum. If it has NOT done this before then reset the BIOs to default and try again. If you reset the BIOs to default you might have to reset the boot drive afterwards.

See if this disable the card reader from lighting up with the system off. - Go into the BIOS
- Advance\APM Configure
- Set ErP Ready to Enable (S5)

i am guessing it’s a USB port that is being used and the reason it is getting power is the motherboard drawing power for sleep to charge. Most motherboards would still power USB this way so you can charge a phone or other device. It’s worth pointing out that even if you can turn off the charging in the bios it might cut the charging while powered off support.

While we will try to help anyone with any hardware problem sometimes it’s good to use multiple sources for information. The ASUS forums might lead to a much quicker answer to the question. We don’t want to sound like we are chafing anyone away but rather trying to help get the best answer as quickly as possible.

Windows 10 I guess? Likely same issue I had with keyboard lights staying on etc.. In Windows10, try going to "System Settings" > "Power & Sleep Settings", then click "Additional power settings" link on the right, on the popup screen click "choose what the power buttons do" link on the left side, then set "When I press the power button" to 'Shut Down' from the drop-down menu. ..but wait that's not all. Then above that option, click "change settings that are currently unavailable" at the top of the window, and in the 'Shut Down Settings' list below, uncheck the "Turn on fast startup", then save changes... that's what fixed it for me, particularly unchecking that fast startup bit. Btw, it doesn't seem to have slowed down my startup time at all. Also note that if this fixes the issue, you might have to redo it whenever there's a MS o/s version update, because MS likes to reset many privacy and other settings when they push updates because they are giant douchebags.

+1 Let us know if the steps Nereus posted above fix the issue for you Windows 10 "Fast Startup" actually prevents the PC from truly fully powering down; its really a "sleep mode" and your next "restart" is Not a true "Cold BOOT" If that did not fix it for you, Please give us more details about your PC MB Asus P8H67-M PRO - What BIOS version ? PSU ? OS ? Card reader Mfg & part number ? Plugged into USB 3.0 or 2.0 ? (Internal or External USB port ?)

Check the bios for European power savings, it basically cuts all power draw from the pc, much like turning the pus off. Your board might be New enough for it to have that option.
