Stuttering, freezing in games

Hi
I have had this setup for three months and it was working flawlessly up until 4 weeks ago when the problems started, in games i am getting high framerates but the game feels very choppy and i am getting lots of stuttering. i have tried different ram but it didnt fix the problem, reseated ram, changed gpu drivers, used ddu uninstall and installed new drivers in safe mode but non of this has helped so its leading me to believe it might be a GPU issue. my specs are:
 
Ryzen r7 1800x (running at stock)
32gb Gskill trident Z RGB 3466mhz (running at stock)
asus rog crosshair 6 hero x370 mobo
evga gtx 1080ti ftw3 (running at stock with aggressive fan profile)
seasonic prime titanium 750watt psu
asus xonar essence stx 2
1tb 960 evo
1tb 850 evo (gaming drive)
acer predator xb271hu 165hz gsync (running at 144hz stock)
windows 10 pro
 
any idea what might be causing the problems? my gpu temps are below 60 degrees and i cant think of anything else that might be the problem. any help will be appreciated. also sometimes when i start discord my pc will cold boot restart (like someone pressed the reset button) so there is definately something up here. thanks

    Hello,
     
    I would look into the CPU as possibly being the cause.  When I read this I thought that it could be an issue with the CPU thermal throttling.  I see you did not list the CPU in this.  I would consider downloading HWInfo and graphing the CPU temps in game (or another similar program).  I'm not aware of the thermal throttling specs of AMD processors, but its probably around 85C.  Ideally, during gaming you would want it around 70C or lower.  
     
    Also, download GPU-Z and look at the sensors tab in game.  The sensors tab will log the last 10min or so.  Play a game for a bit then exit out and take a screen grab of it and please post that here.

    My CPU temps are always below 62 degrees, i will do that sensor tab thing and report back. i read somewhere that some 1800x (early editions) had a segment issue, could this be a problem i am experiencing?

    To try and fix the stuttering issue do the following...
     
    #1 Set your ram to run at 2666 MHz.
    #2 Do #1, #6, #7 & #8 listed here.
     
    The restart while starting discord could be due to faulty ram. I'd suggest testing all your ram one stick at a time with memtest86 if setting the ram back to 2666 MHz doesn't fix the problem.

    My ram is actually at stock (2133mhz), but ill try the other stuff you linked

    One of the simplest things to try is to close every background program running and then see if the issues continue. I've got Threadripper now but had the 1800X prior to this with an MSI motherboard.

    I played battlefield 1 for 30 mins and took a sensors tab screenshot of GPU z, i'm also getting some white flashes in game on battlefield 1. faulty gpu or ram?

    White flashes sound like a gpu problem. Could also be a problem with the display cable, gpu output, or monitor.

    I take it the clock represented in gpuz is wrong all the time?? Why is he clocking so low on a ftw3?? Wasn't thst pic while on load?

    If you look at the screenshot you can see that the clock dropped at the very last second.

    Have you checked if it's an internet issue? If your fps is staying consistently high but it seems choppy it could mean that you have network lag.

    I replaced my soundcard and the stuttering seems to have dissapeared, along with discord rebooting my pc. it was either that or a windows update that resolved it
