suddenly my EVGA GeForce GTX 1070 FTW GAMING ACX 3.0 incl thermal pads smells at approx 68c
 
the smell is more like metal and not burnt plastic
 
how to fix this (no oc and i have the newest nvidia driver)?

Is the card new? If yes, you could be smelling the new electronics smell.

No the card is from 10 2017.

Its is hard to figure out a "smell in a PC" that we are not hands on with.  Have you cleaned the card of all dust recently ?

Thermal Pads should not smell (in my experience) Could it be something else like the PSU, CPU or MB ?

68 C is not overly warm for a GPU.
 
Temps and Voltages look good for all parts of your Rig ?
 
Performance still the same ?
 
If your concerned it may be time for a careful inspection; not sure how comfortable you would be disassembling your card
 
You would need the tools, TIM & new Thermal Pads
 
With the card removed and very good lighting you could look for signs of any issues, before disassembly

Higher GPU temps usually indicate a bigger load on the GPU & that = larger power draw on the PSU ---> I'd inspect the PSU

 Have you cleaned the card of all dust recently ? = Yes
Temps and Voltages look good for all parts of your Rig ? = YES
You would need the tools, TIM & new Thermal Pads 
- What is TIM and no new thermal pads add hand...
Card performs as usual--
1. Ok I will remove the grafic card and do some heavy load stuff to see if the Cpu,MB or PSU is the source
2. check visual the components of the card if no smell happen when removed

Easiest way to test is replacement of various parts and see if "smell" goes away. 

If you do not have spare parts or a friend that can help, try a PC shop to test the PSU.

I done the above it is definitely the graphic card. 
 
I do not want to fiddle further with the card and then do not have thermal pads.
I will not be able to fix it anyway right?
 
Cards I free from dust and still smells.

I'm confused, did you install new thermal pads? How are you sure that the smell is from the thermal pads? I've never heard of thermal pads having a smell.
