Feature Request: 1st party FAN speed control on motherboard

I would like to file an enhancement request to EVGA E-LEET X to give users the ability to control motherboard FAN speed and adjust auto temperature/speed curves from within the OS.
 
Having to reboot into UEFI to adjust these parameters makes tuning inexplicably difficult. 
 
It would be much easier to to do this from within Windows without the need for a reboot.
