Fans stutter intermitantly and card is not recognized

I have two EVGA GTX 1070 TI FWT's that I would like to move to a GPU rendering server.  When these cards are plugged into a workstation's PCI-E 16X  slot they work just fine.  When I move them to a PCI-E 1X to 16X riser card, they seem to not start up.  The lights come on and the fans spin maybe 5 revolutions then stop.  They then turn like this (5 revs) every few seconds.  The card is not found by Windows 10.  I have tried both cards and both do the same thing in this scenario.  I am positive that this is an issue with this particular model of card because I plugged 2 EVGA GTX 1080 TI's as well as 2 EVGA RTX 2070's into this same riser and all four work just fine.  It is only the 1070TI's that do this.  Finally, when I put the 1070TI's back into a 16X slot in the same computer, they work just fine.

    PCIe 4x - I believe is the Minimum for the cards
     
    You mention other cards working in your PCIe x1 to x16 riser  ...

    I've never tried, so can't off much help on using x1 PCIe for a GPU ---> Not even sure why you would even Want to do that ???
     
    If Both of the Cards works in the MB as you stated ... the Cards work as designed

    I have a 08G-P4-6678-KR.  I am only using it as a compute card...no video.
    The reason I am questioning this is because I have an EVGA 1080TI working in this same 1X configuration.  It was plug and play.

    The tread you posted shows the same issue but there was no resolution.  This person was trying to mine with it.  I am wanting to put it into a GPU rendering box or some might call it a deep learning machine.  Same configuration.  The CUDA cores can be used and the speed of the PCI-E slot is irrelevant.  The strange thing is that all of my other EVGA cards work in this configuration.

    I do not have a technical answer for you - on the reason  ... maybe another Forums member would be able to explain why

    Best info I've found that might help explain this: "×1 cards are limited to 0.5 A at +12 V (6 W) and 10 W combined" ---> The 1070 Must be looking for more power on BOOT
