The 3080 and 3090 FTW3 Ultras are continuing their march through the timeline as the concentration of registrations per hour continue to fall. With under a month to go before the April 16 2020 price cut off (for grandfathered registrants), there is still a slight possibility that the 3090 Halloween registrants may get in under the wire. It is less likely, but still possible, that 3080 FTW3 Ultra registrants on October 1 may also get the benefit of the 2020 prices (hope spring eternal). But, in both cases, a lot has to go right.
 

Is the end of September then still likely if things keep going smooth or even get a bit smoother?

Buddy, I don't think you can buy anything on eu evga. On NA evga they have keyboards, mice, resources. Unfortunately, everything about EU EVGA is a notification. I'm sorry that's the case. Simply put, a European will not buy anything here at EU.EVGA.

I think there three groups of people in queue for 3060: one group used direct link to notify and subscribed around 9:00, some people were able to slowly load EVGA website from 9:00 to 9:30, and majority were able to subscribe around 9:30 and later. If this theory is correct, queue will move quickly before ~9:30 then it will slow down.

You can easily resell and recap money during shortage, but you can't easily buy better card. You can easily buy better card after shortage will be passed, but you can't easily resell "old" card and recap money in this case

Neither happens in a vacuum or instantly.  While you have the 3060, you keep looking.  If you're unable to have found a better card by the time the shortage is over, in the current state of the GPU market that means you likely got a couple years out of the 3060 before you even start to think about selling.  Still a good deal.  My opinion, anyway.  Again, other people's opinions may vary based on their own circumstances.
 
The Step-Up queue is even worse than the purchase queue and, for someone worried about money, the double-dings on taxes and shipping, etc make it less attractive.  I totally understand why someone would use it; it may be their only realistic path to a better card but I'd tell almost anyone to get what they can if it's available rather than hold out for God knows how long waiting on a EVGA just to wait another God knows how long in the Step-Up queue.

There some movements in 3070, 3080 and 3090 queues for Step-Up. No one reports back for 3060 Ti Step-Up queue unfortunately

As for Step-Up cost. I paid $425 total for my RTX 3060. This is my quote for RTX 3060 Ti:
New Product $449.99
Original Product - $378.29
Step-Up Cost $71.70
Shipping Cost + $11.64
Tax + $33.86
Total Cost $117.20
So, $425 + $117 = $542 total and I have to pay shipping when I'll send graphics card back. RTX 3060 Ti costs $500 + shipping + tax(in my case) - it will be almost similar price. I also in queue for 3060 Ti, but I signed up way too late - in the middle of February. It would be nice experiment what will happens first: notification for purchase or notification for Step-Up.

a dumb question. does the above info mean that 'orders' from 9/21/20 are currently being fulfilled? i got on the ncp on 12/12/20. so at the current rate, i should be up for a card in june, correct?

Yes, that queue has finally hit 9/21.  With a registration date of 12/12, you are still months away from from getting an invite to purchase the 3080 FTW3 Ultra.  Sorry I don't have better news.
