northo00 Big update: I don't know what the computer shop did but my temperatures are now hovering at 55c and 21-25c idle. Junction is at 102c gaming and highest hot spot was 71c. Mem temps were in mid-high 70s. They only changed the thermal paste to a better quality and dropped by 3c AFAIK.
I put up two Thermaltake Toughfan 12 on the radiator with the hybrid ones on the other side to do a push/pull and have the case set up as CPU radiator exhausting top and GPU exhausting side with SL120s intaking at bottom. Edit: Furmark now shows junctions now at 110c MEM1/2 and GPU 2 were reaching high 80s with all fans maxed out leaving core at 48c. On idle MEM/GPU2 run in their 40s. Gaming so far MEM appears to hit high 70s and junction slowly builds to 100c after being in the 90s after awhile. Should I really go for a vertical mount if it can help cool down the MEM and GPU2 temps? (LL 011D case) Lastly I'm having trouble where the memory fan is ignoring manual set speeds on ICX, it'll stick to the manual speed but eventually control itself regardless if 'auto' is off. (Fixed after bios update)
Your icx temps at idle (assuming cold idle) are good bit warmer than mine which are in the mid 20's and the mem temps are 20C more than mine in furmark. I've got 7 fans intaking into the case, 4 of which are the front AIO fans (CPU at low power in furmark) blowing lengthwise on the card. You don't have any fans blowing lengthwise, so maybe vertical mount if there is air flow at the card's back, or maybe a front grill where you can mount fans. His case has full glass front, but the way he has his rad setup means negative pressure, maybe he could try setting gpu rad as intake, since warm airflow is better then none :/

Yeah just updated my post above, my mem junction temps were above 100C when I was top intake and the warm air (~35C) from the rad was blowing on the back of the card. So figure mem junction is going to be about 65C-70C above the temp of swift air flow on the back of the card, even though the chips are cooled directly on the front by the cold plate on the hybrid AIO and the main temp is about 55C. My interior air is now just slightly above ambient 20C, with the CPU barely working in furmark.

What is memory bandwidth when its at 100c It seems to be faulty/badly calibrated sensor tbh

I'm not keen on doing custom work to the case for now. The negative pressure placements were at the suggestion of a second computer shop with them explaining it'll exhaust all the heat out despite me pointing out online suggestions (not just here) that CPU radiator side intake would be beneficial (GPU currently at side exhausting). I have vertical mounted now, playing Mirror's Edge: Catalyst does increase core temps to 60-62c vs 55c before as the shop predicted the mount would do. Junction temps were very slowly and steadily increasing to 100c but it maxes out there with it dipping fairly quickly so there's improvements to an extent. Hot spot was 76c. Wish I could cool down the GPU2 further as it still hits 80s and other mems hitting high 70 but I guess there isn't much to do there apart from custom looping.

I'd say you're in pretty good shape. Is the rad mounted with the tubes up or down? Definitely want down. Maybe tap the card a bit while running to see if there's any air in the pump block that can be moved along.

I scanned through a few pages of this thread but am unclear. How are the memory temps on the 3090 FTW3 HC? Junction temp.
It looks like it has a swiss cheese backplate which doesn't look effective for cooling the rear vram and not very conducive to heatsinks either.

that design is the pcb similar to the reference card allowing air to pass through from front to back to reduce amount of hot air around the front, as far as rear mem cooling, I would assume that would be all metal backplate with thermal pads, but idk how good it is for cooling personally, anyone with a air cooled card could tell you how effective it is since the backplate is most likely the same

No there are holes all around the bracket on the back for the core. It's a water block so not much air will pass through unless maybe a fan was added. Anyway I noticed they are putting the notify back up. Right now I have a Zotac 3090 in a Corsair block. Would like to have the better card but I don't want to downgrade on the block. A little unclear.

my bad, didn't realize just how fancy they made the HC backplates with holes lol, its a full cover waterblock, though how that cools the back I honestly dont know; thats a question for the engineers I would think :/

Well my Corsair block is about 20C cooler than the original Zotac HSF and backplate. But it has a solid backplate that lends itself really well to adding a heatsink. With that in about 30C better.

It's facing up at the moment but I'll probably shift the radiator up to top again and CPU side and leave it from there. Thanks everyone for contributing and helping me and guide through all this!

CptT95 if you are truly worried about it, then buy an Optimus Waterblock for it, their backplate atm is only the XL version with big thermal pads for soaking up the heat lol https://optimuspc.com/products/absolute-gpu-block-ftw3-3080-3090 here is the link
Actually the HC backplate is pretty much the same as the air cooled version. It may be better than I was thinking as the air cooled version appears to have fairly low temps. A lot better than my card was stock at least. Don't know why I'm bothering though. Probably 0.001% chance I could get in on the notify fast enough anyway.

Idk if I want to queue for ftw3 hc today or just wait for kpe hc I signed up for the kp hybrid yesterday thinking that it will hit me end of this year or beginning of next and using an optimus block on it having twin Kingpin cards in sli
