EVGA GeForce GTX 980 Ti drivers in Win10 64-bit

Whenever I install the NVidia drivers for the GTX980Ti the dialog screens in Win10 64-bit have a "long" delay. I created a short video using Microsoft Word to try to show what it's doing. Sorry the video is so poor... but hopefully will show the lag I'm seeing.
 
For reasons unknown when the "lag" occurs if I hit the PrtScr button the system immediately responds...
 
At first I thought it was the 1703 update. I performed a fresh install of Win10, downloaded and installed all updates. The system was normal. I created a System Restore point and installed the NVidia drivers 384.76 at which point the lag started up again.  Restored the system and it was normal again.

    Do older drivers, even a few revisions back, give you the same problem?

    Yep... I've gone back several versions and have the same issue...  Only removing them seems to stop it...
     
    I noticed the PrtScn would clear it by accident. I was trying to take a screen shot... :-)

    Then that issue has me perplexed.
     
    The easiest way to see if it is a GPU problem would be to try it in a different computer. If the problem follows the card then you just need to start a RMA on it.
     
    If it doesn't... Perhaps a driver conflict of some sort? I wonder if installing the card, even temporarily, in a different PCIE slot will make this problem stop.

    Have you tried the card in another pci-e slot? Have you tested windows 1607?

    Getting same issue with my titan x except driver crashes and very unstable it is fine my older 355.82 drivers (most stable I've seen for the 980ti/titan). Even my 980 doesn't run as well with newer drivers used to get a decent OC of 1512 Mhz out of it now drivers crash with any OC at all.
