You are running --- BIOS ver 1.7 ?

In BIOS, Advance Tab, IOAPIC, is it --- Enabled ?

Have you loaded Default settings in BIOS, saved, reboot, reset BIOS ?

I am running CPU V --- 1.475
 QPI V --- 1.300
VDroop on both is set to --- LOW

DRAM V --- 1.65 (1.50 is stock)

Temp information from 2012 not available.  I did run Prime 95 overnight and RAM testing overnight without issue with a OC of 4.3 or 4.4 at one point.

It is a silicone lottery world; but, your AIO should be able to get you a higher OC than my air cooled CPU.

Bios is 1.7
I can't do full default as my ram is low voltage and it sets it to 1.5v

I haven't noticed that setting but I will give it a look. Not concerned with a higher oc as 3.8/4 is good enough for the games I play and my gpu seems to be the limiting factor with max settings. My cpu never passes 45% in-game when I notice fps drops.

I'll dabble a bit before I send it back.
