I been waiting for a long time for the HC. I wonder if the 3080ti will have
a version of this at launch ?

I'd say just about a 0% chance.  eVGA launches always go the same way, they always have, and they probably always will.  We'll get air cooled cards first, Hybrids a month or more later, and HydroCoppers after that.  Even though the 3080 Ti is a cut down 3090 in essence, same memory controller etc, it's still different enough that the HC block will need fine tuning & tolerance checks before they can mass produce it.  
 
And, because it has 12GB of VRAM if the rumors are true, it will run hotter on the Hybrid that the 3080 does because of the 2 additional VRAM chiplets.  But that won't make a huge difference because you're only talking about 5-10W of heat at most.

It's hardly going to be different from the 3090 at all. Same PCB, same memory controller, same GPU die, same VRMs. The only difference is it will not have 12GB VRAM clamshelled to the back of the PCB. Like I said, fully compatible block and it can use the same backplate as the air cooled version. I'm not saying it will be there at launch, but it won't be because of compatibility issues.

Still no sign of 3090 hydrocoppers on the EU store?

Jacob's said "next week" for about 3-4 weeks in a row now (most recently a couple days ago, responded to my tweet and again said "next week") but the queue hasn't moved in 2 months and still only the first 16/17 seconds worth of people in the queue have been fulfilled since release. So either they've not actually been being made, or they have been but none of them have been allocated to the queue and are being sent to fulfill other contracted obligations instead.
Sadly I would have even less hope for good news with the EU store, sorry friend 

I also asked about auto notify being opened up again on the KingPin Hydrocopper a few days ago (the auto notify button only appeared for maybe 6-8 seconds and then the queue was full) - I was advised "not any time soon", and that's just to get added to the queue lol. I'm giving up hope on ever getting that GPU or the Z590 Dark - by the time it becomes available (if ever), the next gen Intel and NVidia will probably be near release, so ¯\_(ツ)_/¯.
