My EVGA 1060 6gb Single fan has been having thermal issues. I started up msi afterburner and was monitoring the temps it was getting to the default cap of 83c so i gave it some more head room and bumped the cap up to 92c and it rocketed up there after a couple of minutes. So i thought maybe there is some airflow trouble in my case i added and intake fan to the front of my case and that did nothing, so i took the side panel off and that did nothing, i then took an 80mm noctua fan and put it directly next to the gpu blowing cold air on it and that did nothing. I'm at a loss for what to do. I also replaced the thermal paste on the card with Arctic mx-4.

And the whole time my cpu was around 40-60c.
The games i used for testing:
GTA V
World of tanks
Doom

Underclocked 105mhz to get it down to 89c

Underclocked 400mhz to get it down to 80c

    Hi Bozalosc,

First of all, welcome to the forums!  =]

Now to the issue, which model of the GTX 1060 do you have (P/N)? and for how long have you had it for?

I've had it since March 14, 2018, so 4-5 months.
    The P/N is 06G-P4-6161-KR.

Time to check the thermal paste on the card.

Ha...I was going to suggest that too...but he says he already changed it.  Probably needs a do over.

The cooler may be warped if the paste checks out good.

Isn't this the one with the crappy heatsink that is known to be horrible?  I know I had some threads before that showed just how bad this one was.

I found it.  It was about the 3GB version cards, but I do believe the 6GB cards have similar heatsinks.

Yea, at the time of purchase I didn't know it was the one with the crappy heatsink, but after researching it a little there is youtube videos and other forums posts saying that you shouldn't buy this version of the card. I don't know what to do.

Well I would do as Sajin and everyone says, and recheck the paste job, just to make sure it is actually making contact.  As for the fan you used, and 80mm is small.  VERY SMALL.  Very little CFM from such a small fan.  If your case doesn't have a side input, then I would suggest you leave your side panel off, and sadly try to mount a 120mm, or a 140mm card above/below your card.  Try to make sure it has a high CFM and a high static pressure as you will want to get past the throwing air of the card so that you can get some of that fresh air from the outside of your case in there.

I did that the paste is making contact with the heatsink, I only used the 80mm fan with the side panel off to see if there was a thermal difference by doing so and there wasn't. But I'll try what you suggest I do.
