So I have no idea what's going on or where to even start in order to figure this out. Computer Specs listed at the end.
 
So something peculiar happened with my PC. I've had it for about a year now, and I wasn't doing anything to it that I hadn't been doing for the past 2 months. One day there was just a 'click' and it shut off. I booted it back up fine. No error message or anything. It just booted up like nothing had happened. Then like a week later it did it again. This time it did not turn back on. It is completely unreactive to the on button or any button I can find being pressed. Maybe there's another button somewhere hidden underneath the other hardware I have installed but I have no idea.
 
People I've talked to suggest that it could be an issue with my EVGA PSU. That seems a bit odd to me because when I flip my PSU on the little lights on my motherboard light up. Could the PSU still somehow be to blame if it's managing to power those little lights? I mean it's not like my computer is even trying to turn on. It's completely unresponsive. I'll upload a pic showing the little lights I'm talking about. There's 2 little lights I can see on. A white one and a red one.
 
Any troubleshooting tips or ideas at all would be appreciated.

If only the 5vsb_led is lit, and the vcc_led isn't lit then the vcc voltage isn't being detected. Check and make sure the 24-pin and cpu power cables are fully seated at the psu & the motherboard. If the cables are fully seated, and the vcc_led is still dark try a different psu.

Reseat your 8-Pin EPS Power Cable(s) on the Motherboard Side and the Power Supply Side.
Make sure no pins have come out of the connectors.

it sounds alot like the issue i had with the rear mb panel(io panel). check all of the metal tabs and make sure they arent touching... nvm. just pull the io panel off and test. if that doesnt work your going to have to pull the mb and test it on a piece of cardboard, barebones. the issue i had was that a metal tab from the io panel was shorting into a usb port. which killed my mb. hopefully yours isnt dead as well.

Might be the issue, but I doubt it since the op's led's aren't flashing.

The story has become complicated. Let's start with what I've now noticed and tried. You were spot on. The 5vsb_led was lit. And the vcc_led wasn't. I tried reseating the cables and all that. In addition I did a jumper test on the PSU after disconnecting all other cables from it. Jumper test went fine. The PSU purred. Here's where things get... unfortunate.
 
I did not go all the way to bare bones motherboard test as one person suggested. What I did do was remove my EVGA GeForce GTX 1080 FTW Gaming ACX 3.0 8GB GPU. The machine... started running. Fans spinning and all that. Motherboard did 3 long beeps and displayed a code that looked like 9P. 5vsb_led was white. vcc_led was red. And the led under the vcc_led is yellow. Picture attached.
 
I'm so afraid to ask. What's wrong? Is it my graphics card? Is there still something wrong with my motherboard? Am I saying goodbye to my graphics card? Or could it still be a PSU problem?

As everyone has been saying it is more then likely a power issue.
Removing the GPU is going to give a different result as it draws power, not much on boot, but it does draw some.
 
I would be careful, if it is a power issue you don't want to damage other components.
I'm assuming you don't have extra parts lying around to test with different hardware,
I would not be testing with an expensive 1080 that cost over double it's value right now.
 
just because a power supply will spin, doesn't mean it's supplying power.
 
Look over the PSU, and board for a possible capacitor leak.
You heard a click when it did this, may be a blown cap in the PSU or board.
After that. If it were me, I would disassemble the entire PC, And test the Board and PSU outside the case as "maxfly" mentioned above for post. 
then add a cheap GPU to see if I can get into BIOS. Basically start adding hardware until the problem returns.
if you can't get it to post, with just board and PSU then bad psu/board or cap, otherwise it's something else.

EDIT: I guess I should mention to leave the CPU, and RAM in the motherboard.
you could ultimately test with 1 stick of ram at a time, to rule that out too.
 
Dust build up, with/and moisture can cause a short or bad connection as well.
this happens in humid environments..
 
However I wouldn't rule out the GPU, or anything else without first testing like I mentioned.

Something you could try.  Remove your GPU and reset your CMOS (with GPU out).  Then reinstall the GPU and try to boot.  Make sure the GPU is seated correctly and all power connectors are in secure on both GPU & PSU ends.

I'm thinking there is something wrong with the gpu myself. I'd recommend testing it in another machine asap. Nothing wrong with your motherboard as it looks like the vcc_led only comes on when the rig starts up.

The 99%  solution here if pulling out the GPU results in the motherboard now booting...is the GPU. Could be a lot of other things, but number one is the GPU.

Thank you all for your wonderful help. It took me a long time to get back to you all, I know. Many suggestions here involve trying swapping out hardware for other hardware which I wanted to at least try to do before responding. I'm sure you all understand how i don't exactly have spare parts just lying around. Anyway that has taken long enough.
 
Thank you especially bdary for finding another way to interpret that motherboard code. Looking up D9 did indeed bring up results.
 
D9: Error loading Boot Option (Load Image returned error)
 
That is almost certainly from having no GPU installed. The code looked familiar to me. I think I remember it from when I was first building my PC. I believe HeavyHemi is on point. The problem is almost certainly the GPU. I guess it's time to learn how good the EVGA warranty service really is. I've seen enough. I'm calling it in.
 
And yes can confirm. Removing the GPU, resetting the CMOS and then reinstalling the GPU changed nothing. PC absolutely refuses to do anything while GPU is installed.

I get d6 all the time if my monitor is off or is sleeping so I have turn it on or unplug the Power cable then plug it back in and hit the reset button on the MB or Computer Case and all is fine.

I have an update!
 
The EVGA RMA service was super fast. They gave a minimum time range when they'll get back to you, and they either beat it or were on the minimum. Got my defective GPU shipped out in short order. It arrived there in a day. The next day they sent out my replacement. And I received it the day after. Amazing.
 
I'm a little lucky. I actually live within easy driving distance of their RMA Warranty Service place. I could like drive over them and thank them personally for all the great help they were.
 
Yeah so I put in this new part and... the computer works! It was the GPU after all! I still have no idea what went wrong with the original. That'll stay a mystery till the day I die. But! This new one. Works great! I'm looking at the analytics right now. I'm doing the exact same stuff on this new GPU that I was doing with the old one. And it's running 10 degrees lower. Wow! So good. Warranty service was great. I tell ya I was really scared how it'd go. After Newegg screwed me with their warranty service years and years ago I had got it in my head that all expensive electronic warranties were the same. So glad that's not the case with EVGA!
 
Some interesting miscellaneous things to note. The original GPU I had came packed in this very nice cushiony thick foam. Very fancy. They had even cut the top of the foam into the shape of the GPU underneath it and it had the EVGA logo on it and everything. Very fancy. Very nice. This new GPU came packaged in thick, strong plastic instead with a thin layer of foam on top. Curious. I guess this model isn't exactly top of the line anymore. Just something interesting I noted. Not a complaint. The GPU itself works great!

For RMA's more 30 days past your purchase date, you will usually get a recertified card. It wouldn't make sense to package them in the more expensive retail packaging.

old school post troubleshooting lol....got everything done for ya now on that. should be running well. but does sound like psu clicks and pops and shut off and stuff, and now it's the boot and cycling plague.

After Newegg screwed me with their warranty service years and years ago I had got it in my head that all expensive electronic warranties were the same. So glad that's not the case with EVGA!
 
Some interesting miscellaneous things to note. The original GPU I had came packed in this very nice cushiony thick foam. Very fancy. They had even cut the top of the foam into the shape of the GPU underneath it and it had the EVGA logo on it and everything. Very fancy. Very nice. This new GPU came packaged in thick, strong plastic instead with a thin layer of foam on top. Curious. I guess this model isn't exactly top of the line anymore. Just something interesting I noted. Not a complaint. The GPU itself works great!
