Big Fps drop in BF1. GTX 1070 SC Black Edition

Hello everyone, I'm new here and i thought it would be the best place to maybe find a solution cus I'm tired of searching on google to find fix that are always the same, update driver, fresh install, playing in the graphics option, installing this and that.
 
My bf1 can runs perfectly at Ultra (60fps) 1080p (1920X1080) but no mather the time, in complete combat 32vs32, 10vs10, camping in the back of the map, being in complete carnage. The game will runs at 60fps. But time to time. Around every 2 to 4 minutes, the fps goes down to 15/20fps. When the fps drops i can see the power usage downing in msi afterburner from around 80% to 30%(where the fps drop occur) and that, no mather what i do, i can be alone in a game siting in a corner and the fps will drop after couple time, goes back to normal, drops again. Over and over again. I've even try to set the power limit higher to 112% just in case but the max i've got was 103% but i had no fps drop by that time. Got back to normal 80% when i still get 60fps than BAM drops to 30% usage and fps drops alot for no apparent reason. 

I was wondering if i had a bad gpu and would need to rma it. Its been doing that since the first day.

CPU: AMD FX 8230 3.5ghz OC to 4.0ghz with Corsair H60 for cooling. (running at max 80% usage on huge combat and around 65% on low combat)
Ram: 16GB of ddr3 Corsair Vengeance 1600.
Gpu: EVGA GTX1070 SC Black Edition 8GB.
Mobo: Asus M5A87 R2.0.
HDD: 1tb seagate.
SSD: None.
PSU: Thermal Take 700w.
OS: Windows 10 Pro.
 
Here's what i tried.

Uninstall/install newest nvidia driver.
Disable Origin ingame+Geforce overlay (from geforce experience that is also closed)
Setting my game to low setting (still happening)
Trying those weird userconfig that i found all around the internet.
Disabling every background programs in the task manager.
Fresh windows install ( that i did when i've bought the gpu )
 
Might be something with my power connector or something with pce-e slots but i have no idea whats wrong. My friend have the same gpu but with an i7 7800x and a freshly new build and have no trouble at all, not even a small fps drop. I know my cpu started to get old but if it was my bottleneck i would see it at 100% usage which never happen while ingame. The only time i see it its time to time in loading screen, weird cus its fixed ingame it goes back to around 65% usage.

    A CPU does not have to be at 100% to cause the bottle neck most games will not fully load 8 cores very well so they will become the limit before they hit 100% . When your fps drops hard does you CPU usage spike? It's hard to say for sure why you get large fps drops

    Check and make sure your cpu isn't overheating.

    Sounds like a software issue to me. You sure you disabled all unneeded programs? Corsair software, EVGA Precision/MSI Afterburner, etc?
