the latter because it requires a captcha that's not there.  Fix this, please.

I assume you cleared your browser Ctrl+Shift+Delete, are not using a VPN, etc.  Send an email to webmaster@evga.com explaining the problem and also contact CS when EVGA opens (depending on your region) https://www.evga.com/about/contactus/.

There are sporadic problems with the site.

    Good luck.

None of that worked.  I did get a captcha after clearing but had to sign in again etc.  Webmaster contacted

There is a captcha. It's reCaptcha. It quietly judges you in the background. There is no puzzle to solve. There is nothing obvious that you see, but it is still there.
Using a VPN and/or an anti-tracking browser or browser plugin can hang you up. ReCaptcha is a Google AI-based service and will not judge you successfully if Google is not able to access your browser and use.

I'm not using a vpn or an anti-tracking browser plugin.
But if I was using the latter, btw, why does eVGA have its site set up so that said plugin would prevent me from registering a card after I sign in.  Why should a successful entry of a name and pw set off tracking, as opposed to simple entry.  Seems a little unnecessary, no?
For grins I just tried via Firefox.  Same deal.

Well, there are some minor problems with reCaptcha, as the last few days I've been getting a Captcha with puzzle every so often when I log in.  Like most of these little things on the site, I just work around them or just deal with it.

I am sure that the site team feel like they're playing whack-a-mole.

This is a Google API which is successfully used all over the internet.  EVGA doesn't have much control over it; all EVGA may be able to do is set a human vs bot statistical confidence limit.  All of the other EVGA website issues are unrelated to Captcha, I think.  Login loops and SMS verification and stuff should not be attributed to a Captcha problem.

I know that reCaptcha is Google.  My point was that the site problems seem to migrate from one part to another and back.  It must be giving the web techs more gray hair or bad hair like this:
