Update for what? Why does everyone believe the PWM section is designed to pull exactly the same amount of power from each input when the there are separate PWM for memory and GPU power?
As far as I know, every single 450 watt model pulls approximately 150 watts from 1 and 2 and around ~90 watts PCIe 3 and ~60 watts from the PCIe slot under a full load.

Update for what? Why does everyone believe the PWM section is designed to pull exactly the same amount of power from each input when the there are separate PWM for memory and GPU power?
As far as I know, every single 450 watt model pulls approximately 150 watts from 1 and 2 and around ~90 watts PCIe 3 and ~60 watts from the PCIe slot under a full load.

There is a 239-page thread of complaints, and a special EVGA email address for a special EVGA RMA program to replace cards which suffer this issue to the point that it power limits them too much.
Power balancing, my dude. It's a separate circuit independent of the memory or core, my dude. It isn't working, my dude. And no amount of pretending it isn't a problem is going to convince anyone that it isn't problem, especially when EVGA themselves admitted that it is a problem for this specific model when it is bad enough to power limit the entire card.
No matter how you want to spin it, power balancing is not working properly. There is no reason for EVGA to purposely design it to work the way it is working. There is no technical reason why the 'separate PWM circuits for the core and memory' cannot be power balanced properly when every other video card on the planet also has separate PWM circuits for the core and the memory which can power balance properly. Power balancing is a separate circuit which re-routes where those other circuits get their power from, using PWM as well to select the duty period each input provides power.
Power balancing isn't working properly (which is fine-ish), but it becomes a problem when that imbalance power-limi5s the entire card. Read the 239-page thread which caused EVGA to create a special RMA program and caused the Rev 1.0 cards to exist.

This is a problem and will hopefully NEVER be an issue in future generations. It's not a good look for EVGA.

Thanks again for not reading my post correctly. If the GPU is not able draw power in the manner I posted, then yes, it is defective. If it does draw power from the inputs as I described, then it is operating normally.

Makes me wonder why you folks stick with EVGA since you're relating a history of bad service.

If it does draw power from the inputs as I described, then it is operating normally. 

Thanks again for not reading my post correctly. It's "fine-ish" but NOT operating normally. Just because it has become normal for EVGA's cards to be screwed up this way, doesn't make this a normal design. It's wrong and you have no evidence to the contrary.

Basically because of the warranty and they don't void warranty if you remove the cooler.
