Actually I recognised that in-game my frametime is 20-30ms average. It seems to be abormal? Does that indicates I have a faulty card?

I am running 4K with a LGUL500. Oh I don't know this driver is bad, maybe I try a couple drivers before then.

this is make me to think, you said you running in 4k, so 60hz?
 
bingo https://www.lg.com/hk_en/monitor/lg-27UL500 and if you using HDMI you can only get 60hz, if your HDMI cable only can do 30hz in 4k, that will answer why you only get up to 30 fps. if you using display port cable you might able to get full 60hz/60 fps https://imgur.com/fkdOkpq  you can turn off v-sync then run 3dmark, you will start seeing tears, but the benchmark should go higher. read here you will understand more I hope. https://forums.tomshardware.com/threads/can-i-see-more-than-60-fps-on-a-60-hz-monitor.717256/ 
 
  in nvidia control panel, if you only see 60hz there, you will need a gaming monitor.
 

I have tried both DP and HDMI, they both can achieve 4k/60 (HDMI 2.0).

your problem is the monitor refresh rate, the v-sync is holding you back.

your monitor doesn't have G-Sync, only Freesync, and didn't list anything but 4k/60hz, all list in "all specs" https://www.lg.com/hk_en/monitor/lg-27UL500 and the pc build is a simulator, as you can see is a simulator, even the picture you post only got 26 fps. for a 60hz monitor, you can only get 60 fps, so even 3060 will be enough for 60 fps in 1080o, if you decide on 3080, in 4k 3080 maybe doing around 60 fps
 

because 4k/60 is the sweet spot for 3080 for triple-A titles. If you would see youtube reviews, 3080 barely output more than 80fps for all triple A games at 4K.
I would not go for 2K monitor as they are too blurry.

only 25 samples are getting low score like me, typically around 9k.
In real game, I got unbearable frametime (50ms+) and the fps is very low (hitman 3 4k/ultra 10-30fps, typically should be 90+)

Dude, My COD MW runs at 17 fps average, it is a slideshow. I can show you a video if you would think that's normal performance. Also the video has some games turned RTX ultra, which I dont even tried. My cyberpunk 2077 DLSS performance without Ray tracing is still 30 fps.

Download GPU-Z, there is a tab that says "sensors," click on that and run a benchmark. Read the charts, it can tell you a lot about what's going on with your card during the run.
 
I'm mostly interested in seeing what your power is pulling from Pin 1, 2 and 3 and your PCI-E

So strange here, OCCT proves it can draw close to stock power limit 400W, while in-game performance drop and power draw goes down.

Like Slaander was saying, maybe you have v-sync on somewhere or some software that's limiting your FPS? You have to find the culprit, something software wise is holding you back. 

this is when I am running outriders 1440p with everything on max. you can compare. but I am using evga T2 850w psu

It is definitely under power when in gaming for my case. Too less power draw. Normally I would suspect my PSU or cable, but seeing OCCT test run can push my card to draw 360W around makes me feel like it isn't the case.

If it is software, you have something running that is limiting your performance, it can be that OCCT isn't part of that software that limits your performance or frames. 
 
Look in your NVIDIA control panels and set all the "Manage 3D settings" to default again if you can.
 
Check your windows power profile, set it to balance
 
Close any software that might be limiting your frames
 
Make sure in the games and benchmarks you're playing, you don't have v-sync on, the Hz in the game are correctly set if you're in fullscreen mode, etc
 
Your card is definitely being under utilized, what is your GPU "usage" in the sensors?

I have tried windows power plan balanced, high performance, turning vsync off as much as I can. The card situation also varies, yesterday it runs only 20-30fps now it can do hitman at 6x fps around. 
For GPU usage, it is always 9x%, never under utilized. I notice many 3080 users has under utilization problem, but not in my case, I always see a 96% above usage.

Do you have a friend you can try putting the GPU in their system?
