Please refer to above's thread, my 3080 FTW Ultra struggles at 20-30fps for all titles. clock speed and utilization is normal, but the power draw is very low ( 170-270W compare to normal 360W+) and the frametime is crazy high (200ms~). I am out of ideas now, any suggestions to solve this case?
Things tried:
Reinstall windows, DDU, Switch to OC bios, reseated GPU, check PCIE cables and they are not daisy-chained.
Spec:
5800x
x570-tomahawk-wifi
EVGA 3080 FTW Ultra
ASUS ROG Strix 850G ( RMAed, brand-new)
980 pro 500GB
PS: I have been using the above setup with MSI RX 6800XT Gaming X Trio and without a single problem. It is painful to change to this beast card and not even having 1/10 of the performance it should have.

Make sure that all of the Radeon software and drivers are removed before installing any NVidia card.

I have formatted the whole SSD and reinstalled windows so I believe it is not an issue?

How many 8 pin power connections you have going to your gpu? 4x4 connections or 6+2?

i believe is 6+2 pin x3, all dedicated. They are dual-head though, I figure out that exchanging those head sometimes give 300W~ power in selective DX11 titles.

How many storage drives you have? Do the share the same space as you os. If all you did was reinstall os on only one drive. Other drives could still have old files i.e other gpu drivers still installed causing some issues.. just a theory* unless you formatted all the storages drives. Which you did to that one ssd

Dumb question, do you have it seated into the top PCIE slot on your mobo? Also, any weird BIOS PCIE settings enabled?

That is a good spot to start. Use GPU-s and put the card under load with the little “?” In the main gou-z screen to see if the card is running at PCIe 3.0 or 4.0 x16. If the card is running at x8 or X4, or isn’t leaving PCIe 1.1, that could be an issue.

all of my PCIE connecters have two heads, I have tried to exchange the position of those and some combination get's the card to have more power. For example, in PC building simulator it is drawing 360W around now and have 120~fps which seems normal. However in all the other games, it draws only 260-300w and obviously underperforming .

That driver version has been a pain for people, games crashing, pixel problem and poor performance.
Just an idea.

I would try limiting your PCIe port to 3.0 in UEFI and trying again.

Can you run Firestrike and share the actual URL?
After a run there is an orange button that says view results online - it will open a browser. Paste the URL in a response so we can see the rest of the system scoring.

I am running 4K with a LGUL500. Oh I don't know this driver is bad, maybe I try a couple drivers before then.

I am use the OC setting on the card, there is a little switch by the PCI-e power plug, maybe 16 is normal, and 31 is oc? https://imgur.com/uK4kwxb
