up to this stage I have the same thought. Very disappointed with EVGA, this is my first purchase, though I would not lose my confidence and wait for the RMA product. I have a on-going help from EVGA customer service. Do I ask them to RMA for me or I apply online? Installed back 6800XT. This is the 4K performance I am expecting, at least for 90 fps on 4K.

Submit a ticket or give us a call and we can start a RMA for you. There is something very up with the card.

Need help. My RMA card has arrived and it has the same issue with my last card. I can confirm it is my computer's problem.
My PSU has gone through RMA and is a brand new one. However the PCIE cables (all cables for my PSU) are not RMAed and thus they are not new.
I suspect there is a problem with them... Unfortunately one cannot possibly have some spare cable.
If cables are not the case, then I am out of solution now. Please click into this thread and help together to solve such mystery problem!

Barrow this friends power supply if can Daisy chain, that's fine. Daisy chain won't kill a card, almost every 3090 I've seen that died was not daisy chained, it's a silly myth. If you're really scared, Daisy Chain 1 and 3 together since 2 draws a lot of power.

Load up HWINFO64 Click on the sensor only tab. Open it up. Take a few mins to get all the windows situated.
Note what your system numbers are like under no load. Then run your bench marks and see what it looks like.
I do it with both cards and this should give u a good idea of where your potential bottle neck is. Have a feeling that your card
is throttling itself for some reason. This over the top system information should point u in the right direction.

I agree, as my 6800XT can be overclocked and draw up to 300W easily with 2x8pin connector.

Looks like it is the way to go, I will contact my friends. I do have a spare 650W bronze power supply but I dont believe it can power up the 3080.
Still, I have to doubt my PSU again. It is a brand new RMA PSU though. Also my motherboard is brand new. It is just ridiculous how things work with my 6800xt but not my 3080.

You can try the utility I coded some time before, it is in the thread here https://forums.evga.com/PCIE-concurrent-bandwidth-test-cuda-m253215.aspx download it and run it, e.g. concBandwidthTest.exe 0 it should benchmark PCIe throughput, you maybe damaged PCIe port or PCB traces on card. I tried it now with my 3080 ti and PCIe throughput is over 24000 MB/s which is sweet.

Your PCIe port has issues. Can you remove chard and check visually card connector and motherboard slot. Try different PCe slot. From these numbers your PCIe connection is seriously damaged.

Can I use the 2nd PCIE slot? Is that also at full speed?
I am going to move my card to it now. Will report back once done.
The card should be fine. It is a RMA card directly from EVGA.

Yes use different slot, it does not matter since your throughput to card is almost none, you should have 20000 not 666. For reference my results (3080 ti, PCIE 4) Device 0 took 257.712097 ms Average HtoD bandwidth in MB/s: 24833.913776 Device 0 took 257.046814 ms Average DtoH bandwidth in MB/s: 24898.188393 Device 0 took 298.594299 ms Average bidirectional bandwidth in MB/s: 42867.529719 You can visually inspect PCIe contacts on card and clean them with isopropyl alcohol and swab, maybe somebody touched those and covered them with fat from fingers.

Holy **** my card has return to full glory! It seems to be working! However I cannot believe my brand new motherboard has broken port. I notice my cable seems to be blocking the seating of my card.

It is better, looks like PCIe 3 numbers not PCIe 4, you changed it in BIOS? You will still have small bottleneck, but it is relatively OK. I looked at manual for your motherboard and bottom port is PCIe 4.0 x4 so speeds are ok, but there will be some bottleneck.

I tried seating back to first PCIE slot, no luck.
I don't know, because on my motherboard I can only saw another PCIE slot that is about the same length, the rest of those slots are much shorter.
It does working now! So can I able to configure my bottle PCIE slot speed from BIOS?

One thing though, how to ensure it is the PCIE slot on the motherboard that is faulty? I notice that after updating the BIOS, the VGA while light on the board will light on a while with blackscreen, before the computer boots up. Also I have DP sound cracking when placed in first PCIE slot and does not have the same issue when placed in the bottom PCIE slot.
I just want to confirm it may not be a problem from my 5800x, as I notice the first PCIE slot should be provided by CPU. It is a brand new 5800x from Amazon.
Most freak out part is that my old 6800XT Gaming X Trio will perform normally at first PCIE slot. This makes me even more confused.

You cannot increase the speed of the bottom PCIe slot for your motherboard, it is PCIe 4.0 x4. However, the bottleneck should not be too huge. You can inspect top PCIe port for damage with magnifying glass also check card PCIe contacts that they are not damaged or dirty. chanwt_s

You should visually inspect contacts on 3080 - that there are no damaged contact traces.

Oh, I think I have inspected it right after I received the RMAed 3080. As my original 3080 also have such synonym, I suspect it is the slot.
But like I said, the 1st PCIE is connected to CPU, so we cannot confirm it is the motherboard or CPU?

did you ever use DDU "Display Driver Uninstaller" between amd and nvidia drivers? those drivers don't like each other very much

Please refer to above's thread, my 3080 FTW Ultra struggles at 20-30fps for all titles. clock speed and utilization is normal, but the power draw is very low ( 170-270W compare to normal 360W+) and the frametime is crazy high (200ms~). I am out of ideas now, any suggestions to solve this case?
Things tried:
Reinstall windows, DDU, Switch to OC bios, reseated GPU, check PCIE cables and they are not daisy-chained.
Spec:
5800x
x570-tomahawk-wifi
EVGA 3080 FTW Ultra
ASUS ROG Strix 850G ( RMAed, brand-new)
980 pro 500GB
PS: I have been using the above setup with MSI RX 6800XT Gaming X Trio and without a single problem. It is painful to change to this beast card and not even having 1/10 of the performance it should have.
I went from a 5700XT to a 3080 and was getting 12 fps in Tarkov, had to make sure the Radeon stuff was gone, do DDU twice for AMD and for NVIDIA re do the geforce stuff etc and got it work but likely there is something Raedon hideing in windows

Guys I solve the problem. I saw reports in other places of the same mobo and GPU. I have to set PCIE 3.0 in order to avoid my issue and it is working perfectly now. It is a widespread issue but yet my MB bios update does not fix this. Very disappointed.
On the other hand, Finally can enjoy this card. It is an absolute beast.
