Can't seem to get control on the leds. They're greyed out in precision. Clean install. USB header isn't wired. Tried with it and it does nothing.

Try reseating the card/moving the card to a different pci-e slot.

Yes, using xoc. The options for LED control are greyed out. As well as the independent fan controls. Everything else lights up fine. The logo the Kingpin on the PCB. The only things that don't work are the three LEDs that tell me the current temperature state of the hardware

I also noticed that the sensors button is unclickable as well.

Any other OC tools running?  MSI AB etc?
Does XOC say KINGPIN in the middle circle?
For the clean install did you use the DDU driver uninstaller?  Also completely remove reinstall XOC?
Did you try an alternate PCIE slot?
Also try changing it to the KPE OC BIOS.

I did a clean install of drivers using the GeForce experience.
Xoc was uninstalled, then computer was restarted, then I went and remove the folder manually. In the middle circle of x OC when you right-click where it normally says precision yes it does say Kingpin. I have no clue as to how to change the BIOS. No other overclocking software is running.. didn't put it in another pcie slot though, I don't know why that would make any difference because my 970 FTW Plus was in the same slot that I'm using now and I had no issues with it

The name plate on the side and the Kingpin logo on the PCB both light up just fine in white I just can't change the color within x OC

Check to see if your motherboard BIOS and drivers are up to date?
 
KPE OC BIOS- inside the green box on the attached photo is a little 3 position switch.  With your computer completely off/depowered- switch it to OC and then simply boot.
 
Changing PCIE slots is just another way to eliminate possible issues.
 
If those don't cut it- recommend following this guide to a "T"

Sajin, did you need to install a firmware update via Precision XOC to get full control over your 1080Ti FTW3 Kingpin?

Nirvashone, it could be handy to post a screenshot of the current state of Precision XOC main window, and show what things are greyed out.
Since you said independent fan controls are also greyed out I would think that you're missing some firmware patch to get full control over the GPU, something Precision XOC should offer. (but I don't know if this counts for Kingpin, hence why I ask Sajin)

I believe Saijin may have the right idea here. If the problem is related at all to some of the problems I've encountered with the 1080 Ti FTW3, you will need to uninstall the driver, uninstall Precision X and delete the folder in Program Files x86, and then shut down the system. Remove the card and re-insert it, and then turn on the system, re-install the driver and install Precision X. If this doesn't fix the problem, inserting the card in a second system will almost always fix this.
