1080ti SLI. Cards randomly swap primary/secondary assignments

At least that's what I think is happening but it's not registering in PrecisionX. I haven't actually concluded that something is setting GPU2 to primary or if the drivers/software somehow thing GPU2 is actually GPU1.
 
 
As I sit here right now with Precision open, the top card is highlighted, indicating that it's selected as primary and the cards are linked. If I open the settings and change the LED for GPU1 it changes the LEDs for the GPU in PCIE slot 2. When benchmarking/playing games that have unequal loads, GPU2 is indicated on the OSD as getting most of the usage.  The only way I've found to temporarily correct this is disabling SLI, change a setting on the card(LED color is enough) and re-enabling SLI. I may get 2-3 or more boots where everything is as it should be but once the problem happens it doesn't go back. Here's a couple of pics explaining:
 

 

 
I've tried completely removing PrecisionX and reinstalled the latest drivers using DDU. Yes my Monitor is connected to the top GPU on the first DP.

    Not sure why this got moved. PrecisionX is just what I used to demonstrate the problem easily by showing the LEDs. The issue with games utilizing GPU2 as the primary existed before installing PrecisionX  and exists with itcompletely uninstalled from the machine.

    Left is forcing the GPUs to show correctly by doing what I said above. Right is when GPU2 is being reported as the primary. That seems like more than a simple display issue.

    Left had osd disabled? Right had osd enabled?

    No left is doing what I said above about Disabling SLI, making a change with precision X and re-enabling SLI. GPU1 seems to then be primary GPU as it bears more load than GPU2 and temps reflect that. Another side effect is being able to change the LEDs as expected. Notice same images as above only this time the color correctly corresponds with the top card.
     
     
    The right benchmark is when GPU2 shows it's the primary and carrying more load and temps than GPU1.

    Both scores are very low for an sli score.
