recently I just got EVGA 2080 ultra, and it works fine in the first few days.
but when I turn on my pc this morning. the led of the graphics card is not lighting up. 
and I checked precision X1, everything is showing up but the led sync does not detect my graphics card.
So I unplug the card from my motherboard and plug it in again. still, the led sync does not detect my device.
I can control the fans  speed of the card, able to see the temperature, HWM, thing like that, throughout the precision X1
but the led sync just can't detect the card... I don't know why 
please, someone help?

You can also check to see if the Connector is seated all the way on the Card.
You would need to remove the Card from your computer to check this.

Can you try reinstalling the program to see if LED Sync comes back up, make sure to delete the program files when you do and let us know what you find.  Also what other EVGA product are you trying to use with LED Sync?

Do not use LED Sync and use only PX1 can you set the LED Brightness?
If you have PX1 0.3.9 or below and have PX1 start with the OS then Exit PX1 after you see it start up.
The Start it back up and Click on the LED Tab at the Top.

now I've uninstalled the precision X1 Version 0.3.10 and I've installed the Version of 0.3.9
And now I can see the option of setting page in your first image which is the one that is Version 0.3.9
it's not the problem about to change the RGB 
it's the problem of to let the RGB LED to lights up 
the RGB is not lighting up while my PC is running

Have you tried plugging the card into another system to see if the software will detect it then?

And this was with the Brightness Slider all the way to the Right?
Using Two Separate PCIe Power Cables or Only One, if one use two.

Only "2 different PCIe cables to power the cards" is all.
What Motherboard is this Card installed?
And what Power Supply?
If you can put the Card in a different PCIe Slot.
Reset the Bios on the Motherboard to see if it will Reset the PCIe Slot.

But there is only one PCIe can be use at the same time

One for cpu and one for GPU
. And all other is for 24pins and sata

But that is ok for now.
Have you reset the Bios or updated the bios on the Motherboard?

Not the PSU is fine
But make sure you are using the PCIe Cable and Not the EPS/CPU Cable *You only have one so this cannot happen.
Unless you are using the wrong cable on the CPU?
