What would be the greatest, least expensive graphics card for 4k and HDR but not games.

Hello all,
 
I got my Mom a Christmas gift.  It is a new 4K HDR monitor for her computer.  Unfortunately, she is using a 580 GTX.  I didn't realize how out of date her graphics card is.  I do have a couple of old 690 GTX's I can pop in her computer.  I've read they super suck for 4K.  What would be the best card for her?  I'd prefer not to have to shell out $1,300.00 for a new 2080 ti RTX.  An AMD card would be alright if it is priced reasonably.  Does anyone have any constructive thoughts?

    What is her PC specs to include PSU? What budget did you want to stick to?

    In my personal opinion to game at 4K you should try and get a graphics card with as much VRAM as possible. If you can find a GTX1080ti that would be far cheaper than the RTX video cards presently being sold. If you don't mind a 1 year warranty then EVGA B-stock might help you financially. Of course buying a pre-owned GTX 1080ti might work out if you accept the risks with such sales. I looked on the auction sites and the prices for used GTX 1080ti are quite good, (should you wish to accept the risks involved).

    The RTX 2070 super cards should game at 4K satisfactorily but I'd keep the refresh rate of the monitor no higher than 75 hertz. The VRAM is 8GB. Just my personal opinion based on the fact that I had a 4K monitor at 100 hertz before I bought a 3440 x 1440 monitor.

    Probably the 1650 would be where to start. If your not gaming on it then it should handle 4K fine.

    How much VRAM do you really need at 1080p, 1440p and 4K?
     
    Specs of current PC
     
    MB - does it support PCIe 3.0 ?
     
    CPU ?

    how about Ryzen 5 3400G, 3200G, 2400G... ? there is no need for an dedicated GPU.

    Any of the more recent integrated GPU's will do just fine. If you just want to replace the video card, i'd just pick up a GTX 1650 or GTX 1650 Super.

    What is your budget? What is the spec of your mom s PC? What resolution your mom s tv has?

    GTX1650 is plenty for 4k desktop and video.

    If this is not being used for gaming then you should be fine with a 1650 video card.
    You wouldn't need anything more intensive unless you are doing 4k gaming.
