I have a similar issue to this thread

 
I thought it was my PSU as well and replaced it, then found that when I actually disconnect the power to the card and leave it plugged into PCI-E the PC does a POST. However if I leave the power in and disconnect from the PCI-E the PC wont POST. I think it just outside my warranty period but fingers crossed EVGA will do something for me :P

    So you're saying the card is preventing the psu from starting the system when it's plugged into power supply?

    Then the GPU is defective and needs to be replaced. Did you actually check to see if you have any warranty left? You're pretty much left with either trying it another system to make sure your PCIe slot isn't bad or another GPU.

    I am in dialog with support at the moment. I just boght a new PC anyway along with a EVGA 2070 black edition but I am hoping they can do something with this GPU.

    If the gpu isn't getting enough power or it doesn't have either both or the one pci-e power supply plug installed, both in your case, into the card, the card should beep and prevent booting the pc. What psu model are you using and how old is it?

    No the PSU was raplced with a brand new one, same fault, its an EVGA 850 G2 Gold PSU as was the replacement and it worked fine upto now, tired the GPU in another PC and same fault.
