More then likely just oil residue from thermal pads bleeding, its normal and harmless. It can be wiped off with a rag and rubbing alcohol/fingernail polish remover.

The oil is likely seepage from the thermal pads. Unfortunately a common thing on EVGA GPUs. They really should be more proactive in what supplier they use. DO NOT USE FINGERNAIL POLISH or ACETONE on your GPU. 90% or higher IPA or alcohol is fine. Could you elaborate on the fan issue? Are all the fans working properly and just when opening Precision they don't all show or are you having actual fan issues.

All the fans work well by the temperature.but I can not control the fan not show in px1. Restart px1 can resolve it always.

This seems to be an ongoing issue with Precision. Are you using Precision at boot? Or just using it intermittently to monitor the GPU?
