Z590 'FL' Code

My rig crashed the other day. I thought it was the AIO so i replaced it with a new one. NXZT Kraken 240mm for Same.
 
I powered on the system and it would Start then Shut OFF. I figured may it was the PSU, so I replaced the PSU. EVGA 750GT for Corsair 1000rmx.
I added 3 fans so i thought maybe that was the issue.
 
Now the system is rebuilt I am getting a FL code that I can not find in the Codes section. The system powers on and I can see all the fans turning, GPU and AIO getting power, but no display.
 
I removed the graphics card (EVGA 3080 FTW Hybrid Kit) and connected directly to the HDMI and DP IO slots, but no display. I reseated the GPU and plugged into the HDMI and DP port and no display.
 
Tested the GPU on another PC it was fine. The systems starts, no beeps. but then will not display BIOS or otherwise. I have tried 4 monitors to make sure it wasnt the monitor.
 
Any Help would be great.

    "FL" is an odd code

    Have you tried the "other BIOS position/ switch" for the MB?

    I thought so as well. I tried that search and it was not present there.

    Dear Darkseid04,
     
    I have responded to your email, and I am not aware of a FL code on this motherboard.  I am thinking that maybe the error code readout has some areas not showing properly and giving you a different code that may look like FL due to this.
     
    I suggest trying the 2nd BIOS chip and see if that changes this, as well as removing the memory to see if the code changes.  Do you hear any beeps?  Please reply to the email so we can work with you to try and narrow this down further.  Support@EVGA.com
