XR1 Pro & nVIDIA RTX 2080 SUPER HDMI doesn't see a connection

Not sure whats going on I'm on 21H1, with nVidia RTX 2080 SUPER, whats odd is Nvidia digital sound recognizes the EVGA XR1 Pro as a HDMI deviec but when I go to open windows sound settings, everythign shows "not plugged in" the device shows up in Windows as "24GL600F" but states "Not Plugged iN" and i can't do anything to change this....
 
This works w/ a PS5 no problem so ruled that out and its something w/ this graphics card or w/ this windows setup.

    Sorry was mistaken this is a 2070 Super not 2080.
