X299 Micro ATX 2 won’t boot.

Hello all, I bought an X299 board earlier this year but hadn’t touched it until now because it was a pain getting a 10900X without getting price gouged. So I went to set it up over the weekend, updated the bios, and when I power it up, the POST display counts down from 4, spins for about 10 seconds, and then starts the countdown again, infinite loop. I’ve tried CMOS Reset, downgrading to an older BIOS version, removing cards, removing RAM, reseating connectors, with CPU, without CPU, and I get the same thing. Anyone else seen this before?

Parts:
i9 10900X
Corsair Vengeance RBG Pro 8GB 3200 x2
(Also tried some g.skill same size and speed)
EVGA Supernova 1000 T2
EVGA GTX 1070 FTW2 x2

    Also, I already put in a support ticket with EVGA, but I figured I'd see if anyone here had a similar issue while I wait for a response.

    can you get into the Bios by pushing delete?

    Doesn't ever get to that point, no video, no reaction to any external stimuli, not even the case power button. The first time I powered it I got the dF and three beeps, so I updated the BIOS through USB, then I connected everything and got the issue I'm having now. I forgot to mention I also have a Samsung 970 Evo+ 1TB NVMe, also tried taking that out, no change.

    Nevermind, got a response back from EVGA, they told me to RMA it.
