Where is the setting for adjusting brightness, volume etc WITHOUT the Fn key?

So by default if I want to use the special keys for volume, brightness, etc. I need to hold the Fn key. I want to reverse this, so if I touch F1 by itself, I get reduced brightness. 
 
I can't find this in the BIOS or the Win 10 control panels. It's got to be somewhere... Right?

    Unfortunately, not available, neither in the Bios or the precisionX software.  Perhaps next generation, if there is one.
