OK...up and running...BUT...I set the CPU clock in the bios to 40 and then disabled EIST and C States and the CPU only runs at 3200.  Did I miss something.  Called support...they won't help me achieve the static overclock that I want...so before I take the board apart and return it for another Asus...can someone point me in a direction?
 
I also clocked my memory at 2666 (it's really 2400) and that worked.  Not a happy camper.]

Yes. You must have EIST enabled.

I wanted a static 3900 MHZ overclock.  The board won't give it to me.  My Asus let me run the 5820K at 4000 static.  Is this achievable?  Or do I return this board?

This motherboard isn't overclocking the way even my old Gigabyte did.  Glad I have a return policy on it.

Had to flash bios 2.02 a second time...seems to be holding now

Basically all these posts have nothing to do with reaching a milestone...far from the next one.  What happened is that I flashed bios 2.02 and it wouldn't hold any settings.  Now...after flashing a second time, I set the CPU multiplier to 39 and memory to 2666 and saved.  This time, all the settings held.  Took a second flash...don't know why.  Seems OK now...and YES EIST is disabled and I am getting a static 3900 MHZ on CPU.

Sometimes things get messed up if you don't restore optimal default settings after a flash. I've had that happen once (maybe twice?) as well.

Also you cannot treat the X99 Bios Settings the Same way we have with our older X79 Bios Settings.
bobmitch Have a little patience with your new Motherboard, it is like a new child in the household.
 
The Rule still applies when updating the Bios:
1) Reset the Bios back to the Default or Optimized Settings BEFORE THE UPDATE.
2) After the update return back to the Bios while you are in the Bios Press and Hold the Small Red Button on the MB or Back I/O Plate.
3) Enter back into Bios and setup a Clean Bios Setting Turn on or Off items not needed Set Settings for the OS Type Save a Profile and Call it Clean
4) Enter back into Bios and setup the Memory and Save a Profile and Call it Ram or Memory
5) Enter back into Bios and Set the CPU Overclocking Setting and Save a Profile and Call it @40 for the Speed set.
Do this for each Overclocking Speed @42 @43 @44 and so one.

Bob*. You can go into power management settings in Windows, and set it to 100%. This will keep voltage and clock speeds at max constant. Trust me, I did it by accident, lol.

Search power management in Windows start menu. Go to "change plan settings" and set the minimum to 100%. Then apply. Windows will keep you at max from there.

"Shouldn't" being the key word in your statement.  On the X99 Classified (can't say with other boards), when you make any change in the memory profile, from say auto to xmp, or xmp to manual etc, it changes the CPU multiplier to 38.  After making any change in the memory profile, you have to go back and reset the multiplier to where you had/want it.

Some do and some don't, that is some XMP profiles change CPU Multiplier and or the BCLK Setting on the X99.
We *Sam found this out last year.

Just for giggles, I even reflashed the BIOS and no change. So, naturally I'm curious as to how he managed, with EIST disabled, to get a higher multi to stick.

There's a few other differences too based on processor model. I have an option to set the AVX offset...In other words, when running an AVX load like Intel Burn Test, it will reduce the clocks by an offset. This threw me off at first because under a gaming load I was getting 4.5 but under IBT it was only going to 4.2...the default AVX offset of 3 which equals -300mhz under AVX loads was set in the BIOS. I changed that to 0. I'm not positive which processor he's using so that could be a factor too in the differences.

Right now, I have EIST and C States disabled.  Multiplier is 39 x 100 and memory at 2666 and all is pretty stable.  It took reflashing the bios and clearing the CMOS to get the settings to stick.  All in all, pretty satisfied with the board.  Right now...my Hyper 212 EVO is mounted sideways with the fan blowing up.  About a 1/3 inch between the fan and the 1080.  I am going to change the fan from push to pull and mount on the top of the heatsink...and clear some space between the 1080 and the Heatsink.  Temps for my 1080 still hovering around 27C idle and I cranked it pretty hard last night and still didn't get out of the mid 60sC.

Final tallie for some temps...
 
Moved the Hyper 212 EVO to a pull vs. push configuration.  CPU temps after running Prime 95 topped off at 65C.  Should never see that kind of temp under normal circumstances.  GPU temp, with more space between the CPU heatsink and GPU are now a few degrees C lower...more room for the GPU to breathe.  Not too bad overall....
