This is likely related to the BIOS software that reports these sensors. Not saying it's the mobo manufactures fault, it's 100% EVGA's fault, their software has a million different issues. When I first installed my CLC 280, it wasn't reporting the fan speed. It would control the fan speed, but the field for it was blank, just like for your temp reading. I followed all the same trouble shooting steps that you did, and none of it helped. Then, completely at random, after making adjustments in the BIOS for my Gigabyte Z370 Gaming 7 in it's "SmartFan" settings, Flow Control all of a sudden starting reporting the fan speed.
I didn't actually set and fan curve in the BIOS, as I am allowing Flow Control to handle that. But for whatever reason, after making other changes Flow Control started working correctly.
