  I thought this issue was with my 970 so I returned it and went back to my 680, however the problem is still here. I get random GPU usage drops (around half) which is followed by being locked at 30 FPS as well. This happens with every game but doesn't last longer than 10 seconds. It also doesn't pop up all the time, I have went over a week without it happening and it just happened 2 times today. Any ideas?  Temps are fine on everything.

    You can try turning off CPU parking

    I thought CPU parking only worked on i7s?  And I just did a clean format/reinstall and it seems to still be happening.  I also started recording frame time cause I notice slight frame skip/hitches.
     
    Updated all motherboard drivers/bios.  And reverted all OC to default settings.
     
    Edit: I said slight stuttering but it's bad, and one of the main reasons I returned my 970 because I thought it was the 970s fault.  However it's back with the 680 after having it in for like a week.

    List all the graphics drivers you've tested.

    I don't even remember any more, but it's been quite a few as I would update them every 2 weeks or so hoping the issue would go away when I had my 970.  Currently on 350.12 but I can slowly go down the list to see if it helps.

    Currently on 347.52 and the stuttering is still occuring.  No usage drop yet but that is completely random and I haven't got to test for very long.

    Yes, try all available drivers to see if you can find one that helps the issue. If none of the available drivers help fix the issue try testing the card in another machine to see if the issue follows the card.

    I'm guessing here but I had this issue with a 680 and a 970 so it might not be completely related to the card but something else.  I had the game installed on my main OS SSD (Samsung 840 EVO) but since reformatting it's now on my second SSD (Crucial M500) but windows is still on my Samsung drive.
     
    Also it's not a constant problem.  It comes and goes.  It was completely fine for over a week with no drops or stutters, now it's back =/

    Your system may be damaging your cards that's why I recommended you test the cards in another machine to check and see if they work without issues in another PC.     Unforunately I can't put my card in any other system.  Went ahead and ran heaven for an hour just to see if anything would happen, stayed at a solid 99% the entire time

    Might want to try clearing your CMOS to see if it has any effect.

    Haven't got around to testing cmos yet but i set up memtest be for i went to sleep. Its still running but there are currently 42 errors. I'm not familiar with ram or memtest but could the issue lie there?

    Also gonna add as far as stuttering goes i logged into wow last night and it started out a stuttery mess but after playing for a bit i don't think it happened any more. I switched over to gta5 after tge raid and didn't notice any stuttering (but its so fast paced compared to wow i might overlook it, i dunno). After gta5 i got back on wow which was stuttering immediately.

    When running memtest86+ you should test all sticks individually. Testing them all at once could make the test miss errors.

    I'll run the actual memtest later tonight when I don't need my PC.  However I've done a little side testing.  Stick A in slot #1 by itself made no difference, Stick B in slot #3 by itself made no difference I guess both the sticks could be bad which we'll figure out later.  I put my GPU in slot #2 and it made no difference.  Noticed the RAM was set to 1600 when it should be 1866 but that made no difference either.  Short video showing the stuttering https://www.youtube.com/w...g&feature=youtu.be

    Didn't notice any stuttering in that video. Your FPS was at 60 FPS most of the time.

    When I run by the fountain you can tell the screen is jumping and when I'm running side to side after the fountain.  The screen is like skipping/hanging for a second then catching up.  More noticable when set to 720/full screen.
     
    And that's the thing, my FPS is locked at 60 but the game doesn't play smoothly.  The usage drop is another issue that doesn't happen very often so I don't think I can catch it with a video.

    Trying something and so far it might be working... well kinda working.  I don't know if the stuttering is gone completely or it just isn't acting up atm but what I think what might be the problem is my 1440p monitor or cable.
     
    Right now I am running my 1080p monitor by itself via DVI to HDMI and haven't really noticed the stuttering, or maybe it's less apparent.  It's too early to tell without playing like this for a while.
     
    However what I think might be the issue (or making it worse) is the fact my 1440p monitor is seen as 59hz by windows, despite it being a 60hz monitor and nvidia control panel saying it's 60.  I googled around and people said it doesn't make a difference, but what I found out is I got a skip/stutter/.5 second freeze EVERY 20 seconds (I timed this).  I found a solution that said to make a custom resolution and do manual timing to 60.001hz and windows would see it as 60hz, which it did and the 20 second stutter stopped.  However I think that is now causing the severe stuttering.  Which I don't see on my 1080p monitor since it's seen as 60hz by everything.
     
    Going to keep it like this and see how things turn out.

    Well I went ahead decided to try my 1440p monitor solo.  It still has the 20 second skip when I don't have the custom resolution, but with it it's fine.  I don't really notice stuttering with either monitor by itself. 
     
    I went ahead and plugged in my second monitor again and the stuttering started right back up.  Staying in game with the stuttering as soon as I unplug my second monitor it goes away.

    I've nailed -part- of the problem to dual monitor with my main screen being 1440p.  If I set my main monitor down to 1080p the stuttering goes away.  And using either monitor by itself the stuttering goes away.

    Problem is still happening.  I have replaced the DVI cable on my main monitor as well as tested RAM stick #1 in Slot A for 9 hours, 15 passes and there were no errors.  So I decided to test for stuttering/usage drops using only 1 stick but it is still happening.  I was able to play for a few hours before stuttering happens, but the usage drops are completely random.  Using windows + P and switching to single monitor stops the stuttering after it has started... it's just a weird issue and not sure what it could be.

    I've all but eliminated the stuttering but I've noticed something a little weird, don't know if it makes sense to you.  I noticed I can go for hours without it stuttering but if I left a gif or video running for long enough on the second monitor it will cause the main monitor to start stuttering... then if I close the window/move it to the main monitor the stuttering goes away.  If I leave it off the second monitor for a few mins then move it back everything is fine again.  Seems a little strange to me and I'm not sure why leaving it up for a while has that effect.

    Weird. Running your 1440p monitor at 1080p isn't really a solution.
