RTX 3080 FTW Ultra Fan and Temp Concerns

Hey Everyone,
 
I was able to receive my 3080 from the Step Up program and I am having some concerns. Those of you that may know or have the card, what temps should I be sitting with at idle? I have several case fans and good cable management in the case so the card is not obstructed at all. Currently, based off of X1, my temp is ~58-60C. The only things I have open is Discord, Edge (Chromium, 3 tabs), and Precision X1. The reason this brings a concern is even when nothing is open, the fans ramp up and down over and over again. Sometimes they stop completely but after a few minutes, they start to ramp on and off, on and off again. For various amounts of time. The fans ramp up to 30% at times.
 
I dont know if I got a card that had a bad application of thermal paste, or not a good mount, or something else is going on. And whether or not I should RMA. My 2080 Super did not have this issue so I do not think it is something with the case or airflow. But I will include the photos of the settings in X1, the task manager at the time as well as the case to show airflow/restrictions.
 
Any insight would be appreciated.

    This is normal. The fans are going to kick on/off if your card keeps sitting around 60c. 60c is when the turn on. The also turn off below 60c. The fix to this is to set a static fan speed of 40% at idle.

    If it is normal for the card to sit at ~60c at idle then I am okay with that. I thought that was a bit high for idle but I wasnt sure for this GPU in general.

    It should be lower, but what is more important is what are your load temps.

    I just ran 3DMark Time Spy Demo and it peaked at 73 but for the most part was mid 60s C. That was at 1440p on 1 monitor while watching a twitch stream on the other 1440p monitor. Graphics score of 15,006.

    Cool. Just wanted to bring it up and see if something weird was up. Other than that I have no had any issues that I can think of. Appreciate your insight and responses.
