there are two simple narrowing-down possibilties.
1.  PC is commanding to turn the fan1 on at 100% because the PC getting hot signal from the GPU.
2.  some software complication or hardware MISMATCH with computer components(PCIe,).
 
some options to find out 
1.  contact the EGVA to find out your computer compatible with 3060(since its being speedy)
2.  try to install it in second computer with px1 installed.(but not recommended). to find the GPU is the problem.
 
3.  you can tell the forum of type and year of computer with brand name with any components(cpu, ram, and previous GPU)
 
WHAT DO YOU THINK?

Px1 don't update or install bios.. only the firmware MPU? so it can control the fans. and other things.

At this point I am theorizing that the fan controller is bad... I tried another test and got this. 

Note that: (1) the fan speeds are linked, (2) PX1 software knows that Fan #1 should be at 33%, then 66%, then 100% but shows 0 RPM on the tachometer until (3) when I bumped them to full power, for a *split* second (ok maybe 2.5sec) Fan #1 registered on the tach... then vanished again.  Fan #1 runs, in actuality, at full-speed the whole time as soon as any command to speed up by any amount at all is received at the controller.

So never checked the fan connectors? Never swapped the cables from fan 1 and fan 2 to sew what happens?

I don't have another machine to test with, unfortunately, otherwise I'd do that in short order.
 
My rig is an ASUS Prime X470-Pro (listed as compatibale), 32 GB GSkill DDR4 RAM running at 3200 MHz, Ryzen 7 2700X, Seasonic Focus 550 PSU, and obviously an EVGA NVIDIA RTX 3060 XC.  1TB SSD, I forget the brand.

? So you can now control them?

Apparently.  They both register on the tachometer, both respond to manual adjustment, and both auto-level according to temp properly, including zero-ing out when temp hits low.  They're just "backwards," of course, but I almost wanna just leave'em that way....

good insight.  really glad to find the simplest, but expertise, solution.
if happened once, it might likely cause it again in similar conditions having existed.
it might be more difficult to reset on next time; perhaps, new cooling fan setting might work better.
 
i did try to find any compatible issue with rtx 3060 on AMD CPU and motherboard.
nothing unusual, but PCIe 3 vs PCIe4. and AMD constructions might be different to the Intel.
rtx 2080 or 3080 might be better choice when the condition pushes to the limit.

Beats me... I was kinda stupefied when the meters started read correctly after switching. 
 
Makes me wonder if a wire is bad and I just happened to jostle it "just right" so that it's happy again.  Before, I noticed that, occasionally, the tachometer did show RPMs on (what was previously) Fan #1 for a second or two, but then dropped out again, like something was making and then breaking contact.
 
Those wires are SO tiny and they are absolutely JAMMED in there.... I had quite a time freeing them and reattaching them. Kinda don't want to put them back now, lol...

Yeah.. leave it alone or open up a can of worms haha.

Ya could be anything. Wire pinched or a blade from the cooler cut into the one.
