I have an EVGA NVIDIA GeForce RTX 3060 XC, and it seems like once you bump up against certain temp (I don't know exactly how high), the fans never, ever shut off until the computer is completely powered down. Even with my GPU at < 30°C, fans are going full tilt. It is very loud and annoying.  Is there anything to be done for this?  I have the latest driver through GeForce Experience, at least that's what it reports.

Sounds like you need to rma your card. The fans shouldn't continue to run at full blast when the card cools off.

Sounds like you need to rma your card. The fans shouldn't continue to run at full blast when the card cools off.


 
Unfortunately I didn't buy it; it was a gift from over a year ago now. RMA probably won't be an option for me.

unlike NVIDIA Geforce software,
the PX1 has some benefits;
 
1. control each of both two fans at any speed setting,
   (both inlet and exhaust outlet fans operation might be recommended; confirm with EVGA rep)
2. if PC RAM memory(16) is limited, utilizing minor computer resource.
   (depending on the PC original softwares installed)
3. downloading driver file size is about 90mb vs 800mb.
4. however, the fan can be adjustable after few steps.
5. Graphic quality is at minimum.
6.  installed both drivers, so far no complication.(recommend to confirm with EVGA rep)

Well.there ya go! Yes download evga's software called Precision X1 https://www.evga.com/precisionx1/

When if firsts launches it may want to update the cards firmware.. let it do it.

Now hopefully the fans react properly.. though I'd setup the fan profile to what you want other then auto.

Should be fine.. in px1 you'll be able to see the temps as well.

Default fans maybe 0 rpm till a certain temp like 40c.

I like to create a fan curve for 50% at idle temps to help keep the temps down on the card.. so it's not that hot when you start to game.

Then ramp the fans up to 70-80% or whatever you can bare from 45-50c on to help keep it from hitting 80c while gaming.

Theirs a whole px1 forum on here you can check for more info.

Ya gota hit apply after setting the fans.. just encase.

Fans are all set to sync? Usually theirs multipal fan curves to set.. 1 curve for ea. But you can sync the fans to gpu temp.

For the pic tey to put a space in the link so it will show and then we can fix the link to see it.. you just need a higher post count before you can post links.

I got the pic to upload (see above).
 
I did apply.  Fan 2 happily revs up. Fan 1... nothing. I seem to remember seeing one not spinning when I looked in the chassis as well.

Did pxi start and ask to update the firmware as usual on the first launch of the software? It would keep asking on ea boot up till you do.

If not did you tey going into the settings for it to check for firmware updates?

It's either that or the fan cable is loose to the connector or bad fan controller/fan.

PX1 didn't ask about firmware at all.  Can't find an option to check/update either.
 
A quick look around google shows another RTX 3060 XC with a dead fan... not encouraging. 
 
I used this gfx card for months with no issues, then one day my PC got VERY loud... and stayed that way.  I'm 99% sure this is a fan failure, and the second fan is having to pick up the slack. 
 
Also I just disassembled, cleaned/air-dusted, and reassembled everything last night (along with CPU re-paste, since that's what I initially thought was the issue, oops) so there are no loose connections. Further, this started on its own when the case wasn't open.

Nice.. OK. For fun you could reverse the fan wire plugs to see if in fact the fan works in the other connector? Then you'll know if it's the fan or controller.

After that then you should get ahold of evga customer service and see if they can help.

Maybe get a replacement cooler or fan.

Oh ok.. no fan connectors visible on the sides of the pcb? Then I guess so. :/

Guess just call evga and see if you have any warranty or options.

Ok hope when you check it you see something obvious.. loose wire harness or wire backed out of the connector or just totally unplugged.

there are some options to try on main setting and side sliding curve setting 
which is not really visible until bringing the mouse pointer
to each center side of clicking arrow button,

or it could be interfering with the main Geforce fan setup if both installed.
Should try to adjust the fan setting on both Geforce and PX1
so to prevent the interfering.

Ok......
 
So, egg on face, I'm an idiot and all that, both fans are spinning, that's what I get for trying to diagnose this remotely. Glad I said I was only 99% sure lol......
 
The problem, it would seem, is that Fan #1, once activated, doesn't ever SLOW DOWN (and also it shows no RPM reading on PX1) until cold- or re-boot.  From full throttle, a reboot gets it about half or 2/3's of the way slowed down, but once Windows loads, no further drops, only increase. Cold boot turns it off entirely, until it ramps up again, and then stays there "forever."
 
If I cold boot (GPU fans off) and bump the GPU fans manually using PX1, Fan #2 can be turned back off again as you'd expect.  Fan #1 can't be.  It also (like I mentioned) shows no RPM, whereas Fan #2 does.

Vbios or firmware in px1??

My next act would be to find the official bios for it and flash it.. thinking the bios is tsking over and controlling the fan or is messed up.

Kinda like it's acting like a card with a single gpu fan.

Where do you get this card? A gift?? Was it used prior by someone else who may of flashed the card to a different bios??

I updated VBIOS thru PX1.  The card was a gift from a family member back in Mar-Apr of '21, and as far as I know it was bought new.  I'm unfortunately not able to reach them, as it stands.

If you mean the "Defaults" button at the bottom, I tried that to no avail; is there another?  And which link button are you referring to, link fan speeds?  That has no effect either (nor does link target power/temp).  Fan #1 chugs on ignoring any and all commands to slow the honk down.
