Hey guys,
So to quickly put an end to my story, I ordered a EK vector 2080 waterblock and everything is running as expected (43°C under load instead of the 75 with the HC block)... So I'm guessing I got a faulty block... I'll send it back. Thanks for all the answers I got.

I had a long conversation last week with EVGA customer support. They told me after having a few complaints they opened up the waterblocks and tested them and found they all were to spec. He said they've only have a few people with these same issues ( around 10). I tried to point out how there have been multiple threads and examples of the waterblocks not working as well as the stock cooler. The guy kinda just kept dodging and said that it had to he an issue with how I was installing the block.



I really doubt its a flow issue. I believe the issue is related to the design of the block using the outside mounting holes instead of the inside ones leading to a low or inconsistent mounting pressure. Combine this with the thicker than necessary thermal pads in an odd size that aren't readily available. EKWB 2080 Ti block also use shorter standoffs. I think there's a few issues in play which are effecting the installation and subsequently, performance. 
 
I've installed many full cover blocks and have never had temp issues like I do with the HC ones.

I just installed the hydro copper on my 2080.  Mine too reaches 72 degrees in 3dmark applications.  I followed the instructions as well.  Mine however also artifacts during games so i got a whole nother issue going....smh..
Not what i was expecting to deal with.  card ran fine on air.

Artifacts can be heat related if there are spots of the die which aren't adequately cooled.

gee. I have the 2080ti hydro copper and my GPU stays under 45c. though that's with 2 480mm rads and an AMD Ryzen 7 3700x

I decided to go Hybrid kit over the water block.
 
To date since the hybrid was installed, temps never go above 50C on 100% power (not overclocked at all) with the game I play on full/max graphics. 
 
The lliquid cooling is set to 100% power and the secondary fan is only set to 50%, and the case fans which are also electronically controlled are only set on low speed as well.
 
Prior to this, my temps sometimes hit over 80C and averaged well into the 70C range.
