RTX 2070 XC Gaming Artifacts

Received my card yesterday afternoon and it became pretty much unstable at stock speeds by the evening. This is a sign of a dying RTX 2070, right? I can't even load anything GPU intensive at stock memory speeds and this is with memory underclocked by ~174Mhz. The thing is, the card was completely fine out of the box but it started crashing very often after several hours of gaming (Metro Exodus/World of Warships/Shogun 2: Total War). Chalked up initial crashes to Exodus being an unstable game but WoW crash is pretty rare for me. Then I started getting black artifacts while playing Shogun 2. Never got above 66 degrees C so it's not like I cooked the thing in a few hours. For reference, it is indeed a card with Micron memory.

OC Scanner also never worked and MSi AB came back with "scan failed with code 3" while EVGA's Precision X1 would lock up the PC. Wasn't able to overclock and wasn't even stable at default clock speeds.

(Btw, there is no requirement for exact serials for GST taxation for replacement parts in Australia provided they simply indicate it was a replacement)
 
Received exact same card back from RMA (exact same serial, exact same serial sticker slant, even came with a dust plug I forgot to remove) that I sent in, not sure if it was even fixed or the temporary fix just failed. What happened to the if the card is new and less than 30 days, it's replaced with a new one? Just conveniently ignored?  Worked fine for about a day (card also developed the worst coil whine under load I've ever heard of as well) until I pushed it again in Metro Exodus and started geting artifacts, black screen loop (can't get pass Windows loading screen if drivers are installed, where then only safe mode will work. If you manage to DDU/clean isntall drivers and reach Windows main screen to install them, screen turns to black during driver installation and system hangs (regardless if you're using Device Manager or Nvidia installer). Black screen boot loop/black screen crash during driver installation is more likely a failing card than any of your other hardware (see thread above for my links to other people who have a similar problem). Anyhow, was expected to spend another $70 USD out of own pocket to RMA back to EVGA bringing it to $140 USD total (lol, better off shelling out another $60 for RTX 2080 from someone else instead). 
 
Takeaway from this? If you're within 30 days and still have return rights, just send it back to the retailer and don't fork out money or waste your time where there is uncertainty as to whether or not they'll replace your card or 'fix' it. Just look at newegg/Amazon reviews for EVGA RTX 2070 XC Gaming  (08G-P4-2172-KR) and have a look at the sheer number of dying/dead cards.

I have a sneaking suspicion they didn't bother doing many tests or actually 'fixing' the card properly. But to ask a customer to fork out more money for a card that likely wasn't fixed accordingly in the first place is just asinine. You're not gonna get EVGA service and just brushed off if you're not in North America.

    Well, RMA approved but just spent $72 to ship from Australia to Taiwan. Tossed in my old GPU and I can finally get some gaming done again. Definitely not the system to say the least.
