OK so i have a weird issue. 
Firstly all drivers are up to date. No hardware or software conflicts.
When i boot the PC with the monitor already on i will get a BSOD as i see the Windows boot logo. it will restart and i will have to select "Start windows normally" to get into the OS.
HOWEVER
If i start my PC with the monitor OFF.. the PC will boot into windows normally with no issues and then i can turn on the monitor.
This problem has started after installing a new EVGA RTX 2060
Any idea what is going on?
 
SOLUTION: 
(After trying multiple things... I think i have resolved the issue.
The startup BSOD was being triggered by a faulty response of the windows component ntoskrnl.exe
Turns out MSI afterburner was causing this error.
Even though i was not using the program, it just being installed on my system was apparently enough to cause an issue.
After fully removing the Afterburner, removing the registry entries and temp files. I am now booting with monitor on - BSOD free..
Odd.

    That is odd - Only on Cold Boot?  what happens on Restart?
     
    What kind of connection are you using ?  HDMI, DP
     
    What video cable are you using - if DP is it certified?  Have you tried a different one?

    Nvidia Driver ?
     
    What monitor?
     
    Is fast Boot off in BIOS? - make MB look at hardware each Boot
     
    Fast Startup = Off in Windows? - make Windows look at hardware & Not load last used files

    I’m guessing you’ve tried to do a clean install of the drivers after cleaning out your old ones with ddu? If yes, what is your bug check code for the bsod?

    Yes i did the driver sweep before installing the Nvidia drivers
    and the error does repeat every time i do a "restart" if the monitor is on when it posts
    The HDMI cable ... might be something to check there. its a heavy duty gold plated cable but it is a few years old.

    System specs might help, but try disabling onboard/CPU graphics in the BIOS and see how it rolls.

    Thanks for the tip. Checked bios. The onboard graphics of the APU is disabled.  The HDMI cable is functioning fine.
    Monitor: LG 56 inch TV. Updated drivers installed
    APU AMD Ryzen™ 3 3200G (onboard Vega 8 graphics disabled )
    GPU: EVGA RTX 2060 12gb XC Gaming 12G-P4-2263-KR Driver:473.04 windows 7 64bit
    Main drive: Team Group MP34 M.2 2280 512GB PCIe 3.0 x4 with NVMe 1.3 3D NAND
    PowerSupply: EVGA 600 BQ 110-BQ-0600-K1 BQ 80 Plus Bronze Semi Modular 600W Power Supply (I have no freezes or bsod's when using the computer or gaming so i don't think its a power needs issue)
    OS: Windows 7 64bit. All relevant hardware compatibility updates installed.
    I really don't have an application that will decode the dump file for the BSOD. 
    I guess next i will check windows startup components to see if any relevant processes are disabled or corrupt.
    Then , if that doesn't help i will try some older RTX Driver versions.
    Will post results..
    In the meantime... I guess i will just turn on the PC and let it boot into windows before i turn on the monitor.
