RTX 2060 KO - Low 3DMark Time Spy score on my system?

I recently got an EVGA GeForce RTX 2060 KO GAMING, 06G-P4-2066-KR as an upgrade from an EVGA GTX950. I ran some benchmarks just to see where I was at. My results were a little lower than expected. Its a fairly clean system, fully up to date and Windows 10 patches and using the most recent Game ready drivers. Running stock clocks I'm getting a 3DMark Time Spy:
Graphics score: 7229
Graphics test 1 46.65fps
Graphics test 2 41.82fps
 
Question: Is this low or to be expected? What could I look for to improve this?
 
The card is a great upgrade from my GTX950, I'm happy with it just not sure about the 3DMark score. My GTX950 scored well with a Graphics score of 1850 in Time Spy on the same system.
 
Windows 10 64bit
Intel Core i7-6700 @3400 MHz
16GB DDR4-2133 SK Hynix RAM (4x4GB)
Sabrent Rocket NVMe PCIe 512GB

    What OC software are you using - EVGA Precision X1 ?
     
    Is Nvidia Control Panel set to Performance ?
     
    Is Windows set to Performance ?

    Is Nvidia Control Panel set to Performance ?
     
    Is Windows set to Performance ?
     


    This is stock clocks, no OC. NVidia control panel is set to performance, Windows optimized for performance. Very few running services, always a clean boot before running a test.

    Graphics score looks about right. Total score can be affected by cpu, so you're good.

    Nvidia Boost 4.0 is built into the card & will automatically OC the card.
     
    Though it only OC the card as Needed by the demand of the software
     
     
    To get even more out of your card - you need to keep it cool as possible & a few basic settings
     
    In Precision X1 - [ these are optional, but will help get all the performance your card is capable of doing]


    1) Set Power & Temp target Full right - this sets the stage for Boost 4.0 to see that the parameters are higher


    2) Make a Custom fan curve - Temp in C +10 = Fan RPM%  --> 40 C = 50% fan, 60 C = 70% fan .... Cooler is Faster ... cold location helps
     
    3) You can increase Voltage if you want ... it may help after testing ... especially at the high end
     
    4) Setting +xx for RAM & GPU is optional & you should test in small steps
