If I wanted to use step up for say a Geforce 3060 TI?  would it be possible?  I know i'm way over my 90 days though, as purchased this 1660 Super on June 2nd 2020,  then picked out a newer board/processor and case around it, as my original Asus I7 7700 based OEM Case, didn't exactly fit it, so decided to go for a bit bigger upgrade than originally planned to lol

No. 90 days is 90 days. There is not extension to the 90 day window.
