First my pc.I have Gigabyte Rtx 3090 OC ( stock ) and 10850K stock ,32gb ram.

Issue is only on 1920x1080P with 165hz. On 1440P with 165mhz is fine. On 1920x1080P with 144hz is fine. On 1920x1080P with 165mhz i can see on screen small black dots flickering vertical.
If i wanna catch screen its not visible or clip. So i post screen and i added from paint. Just very small flickering black dots on vertical position. Screens not working. Happens only in 1080P with 165HZ. Visible on desktop too when i am very close.

Just found on reddit somebody had the same issue with monitor:
https://www.reddit.com/r/Monitors/comments/hib8h7/please_help_i_have_an_issue_with_new_monitor/

So ignore that or just rma monitor?

Seems odd. Do you have freesync support enabled? I would try to enable and disable features like that to see if it goes away then I would figure that it might just be a bad monitor.

Hmm. Two people with the same issue. Have you tried multiple driver versions? Same issue on different drivers 6 months apart from each other?

I made perform scaling on [gpu] in nvidia panel and it dissapeared on 1080P 165hz. Yes it resolved. But why?

thank you for answering. I was testing for a moment Crysis Remaster in 1080P and just discovered that mini small black vertical dots ,visible only in blue background .
They are on all non native resolutions with 165hz. So 1080P and below. With 144hz its fine.
Using native 1440P with 165hz also its fine.

    1080P 165hz- dots
    1080P 144hz - fine no dots
    1440P 165hz - fine no dots

So keep monitor ? Maybe try more than 1 previous driver?

Your monitor supports hdmi 2.0. Max refresh rate on hdmi 2.0 at 1080p is 240hz.

Def try different cables; it could also be that it's not seated all the way in the connector on the GPU or monitor.

I tested 1920x1200 and its fine with 165hz. Only 1080P affects. Weird?

The rumor mill has it and not so much Rumor as I have seen it on multiple Gigabyte 3070 and 3080 cards on CPPC's discord, apparently the machine was drunk while soldering on vram or they cheaped out and got very cheap vram multiple cards arriving to people with the green on the screen death of vram. To cards just shutting down peoples PC's.
Try a digital display port cable and a different display, if it still goes on Its time for the RMA train. GL with Gigabyte...

If dots are not appearing on screenshots then almost sure that is monitor/cable issue not gpu?
