PWR_FANS Not Registering / Blowing Full Blast

So I've been having the issue where the two little fans right beside my CPU have been rather loud due to their speeds so I checked the BIOS to find they are even registering. I've pulled the plug on them to see if a simple replug would fix the issue but I only see the RPM register in BIOS for a split second before returning to NA. Any help?

    You'll have to restart the board a few times before fan setting will take effect.

    The problem is that the fans aren't registering their RPM at all. So it's stuck in a setting of either off or on. While plugged in the fans are just maxed out and don't show any RPM.

    Try plugging in a different fan into the PWR header and see if it detects any RPM.
