The host to device bandwidth is reduced by a factor of two after the GPU's are used in graphics intensive application or games.  For example the result of the concBandwidthTest before running BF4 is:
c:\concBandwidthTest.exe 0 1
Device 0 took 517.459595 ms
Device 1 took 517.521240 ms
Average HtoD bandwidth in MB/s: 22524.5
Device 0 took 516.459595 ms
Device 1 took 516.521240 ms
Average DtoH bandwidth in MB/s: 24782.6

After playing BF4 the result is:
C:\concBandwidthTest.exe 0 1
Device 0 took 1277.282593 ms
Device 1 took 1277.281006 ms
Average HtoD bandwidth in MB/s: 10021.3
Device 0 took 516.896118 ms
Device 1 took 516.884888 ms
Average DtoH bandwidth in MB/s: 24763.5

brief system spec:
i7-4960X and three Titans

Can someone try this?
