I am so frustrated. Had to go through EVGA multiple times to get my 1080ti replaced.
 
I have an ultrawide 3440 by 1440 with 144hz and HDR sometimes and second monitor running 1080P
 
could running this setup cause the card to die?

    How about a few more details on what is happening and your system?  Were both prior failures the same or have different indications?

    I had Black Edition, It would crash and shut the whole system down when booting into windows. Once I uninstalled and using Windows Basic display driver it would not crash,

    Replacement was SC2 with those fancy sensors 
     
    Started exhibiting similar crash to desktop and eventually not able to boot.
     
    Tried it on the other PC I have and as soon as I install drivers it would do the same thing and freeze upp the machine

    That is another thing I was curious about is if you had tested the GPU's on another system.  If so and they exhibited the same failure, then most likely the GPU's were defective. When you see multiple GPU's failing on the same system, it makes you suspect other things might be at fault.  This system with the failing GPU's what is the age of the PSU? Is it on a UPS? Does it have stable power?

    10900k
    Z490 meg ace
    Seasonic Prime Ultra Titanium 850
    Gskill 3600mhz  die 32gigs, lg34gp83a-b

    etc ...
     
    these parts has been running fine with first 1080ti until it failed
     
    Didn't observe any over heating the most recent card was averaging 72-75 degrees or so
     
    I would like to mention yes, power wise I'm confident everything is in working order correctly.
     
    my backup card 2060 that's been running on my other machine runs on my main machine fine. I keep going back to 2060 during RMA process

    While Seasonic makes excellent power supplies,  a GTX 2060 draws half the power of a 1080 ti and will load the system differently. Just something to keep in the back of your mind, just in case. If you have a decent DVM, checking the +12v where they are plugged in the  GPU isn't a bad idea. I've also had ~.3v drop across the 8 pin compared to the 6 pin and slot power when I was using the EVGA Power link. Replaced that and all three inputs were back to 12.113v. If you've not reseated the cables on the PSU in a bit, you'd be surprised.

    I've checked the rails using multi meters just in case :) PSU is clean
     
    Had bad experience from dual gpu back in the day with corsair psu. so I'm very cautious with psu nowadays

    Perhaps, but 2060 is working fine in there.
    I get that it doesn't load and stress as much as 1080ti, but still..
     
    Idk if it matters but 2nd one that broke was entering into a game Warhammer Vermintide then immediately bricked the card afterwards

    I'm in a similar boat.  My 1080Ti SC Hybrid RMA has been in my hands not even a month and it's already checkerboarding.  It cost me $80 CDN to send the card to EVGA with proper insurance, and it appears I am going to have to do it again.  My last RMA experience with EVGA was also horrible as I had to send back a 970 3 times before I got one that actually worked.

    Still on the original 2 1080 Ti's I got from my step up way long ago. personally, I would look at getting a new PSU.. yours seems to be knocking off GPU's.

    well, all the 1080 ti's  you get from RMA  are going to be used / refurbed ..so entirely possible they are giving out to normal age/ usage over the time from multiple users.

    What I would suggest is, when you get the replacement card. Do not put it in your system. Try it in another one first and if it works properly. Then put it in yours and if the issues start to arise again. Then something else may be damaging the cards.
