So at first i thought i had the coil whine issue but afyer messing with the fan curves no amount of adjusting seems to fix it. I started playing with the power and noticed that when the usage is around 45% I get a noise that sounds like electricity and get louder the closer my usage gets to 100%. idk if Im going crazy and this is normal or if there is an issue with my card.

The thing is even if you disable the fans its still there and it’s directly affected by power usage.

Yes, and that is coil whine.

Even if you are at idle with no noise and put the fans at 100% and there’s still no noise?

Coil whine is electric not fans. People talk about fans in relation to coil whine because fan noise is often mistaken for coil whine. If the noise doesn't stop when you stop your fans then it is likely to be actual coil whine. This is known issue with 3080s and some power supplies.
    Things to Do:
Make sure your power supply meets the minimum wattage that EVGA lists for the card you have. If you are overclocking at all make sure you have room above that minimum. The general consensus from people who understand power in performance systems (not cheap recommended builds from reddit) seems to be around a 750 watt power supply. Even then you may get coil whine from some.  There is another thread here that addresses this issue. I believe the title is something about posting working power supplies or something to that effect. Check that thread and see if your power supply is listed as one that reliable works.
Also, If the power supply is 7 years old or more you should probably consider replacing it anyway. Power components age and some age better than others. If you have a 10 year warranty power supply you could try talking to support about the coil whine and see if they will do anything. Some companies cover it and some don't.

Edited to add: If you can borrow a strong enough recently manufactured power supply from a friend you should test it with your system and see if it goes away. This may help you determine if the problem is your power supply or your card.

Coil whine is related to how much power the card is drawing, and not how fast the fans are turning. The fans do little in the way of drawing power; the GPU itself is responsible for the vast majority of power draw.

Thank you this makes way more sense than the other threads that I have read. And my pay is Corsair Rm850x and I haven’t seen that thread I’ll be on the look out for it.

I had the same problem with a EVGA g+ 1000W and 3090 FTW OC'ed. The whine was so loud it sounded like it came from my GPU. It actually was from the PSU. I RMA'ed the PSU and everything was silent after.

I’ve tried listening to psu and I can hear it by psu but it’s louder by my gpu so idk if it’s that but I’ll look into

I have an RTX 3080 FTW3 ULTRA GAMING and the same PSU, a Corsair RM850X, and the coil whine is ridiculous [edit - turned out NOT to be coil whine - see below].  I've tried messing with the clock speed, the voltage, memory clock, running the fans at 100% (which is way quieter than the noise from the coil whine), nothing helps.

I opened a ticket with EVGA support on 12/8 to see what else to try, but I have an EVGA 750 G+ PSU that I intend to put in maybe tomorrow or over the weekend and I'll post what I hear from support or what I find when I swap the PSU.

I should probably also mention that I ran this same PC with an ASUS ROG STRIX 2060 and it did not make a peep, regardless of load.  With this 3080, if I'm streaming and playing a game (like I always am) the buzzing is driving me crazy.

coil whine unfortunately most of time is not considered a sign of faulty gpu... is just annoying...a great thing to reduce it is by balancing power supply to gpu using separate lines to each 8pin connector

So the noise I was hearing turned out to be a CPU temp threshold warning.  I have a watercooler and when I first built this PC I set the threshold to 60*C and never came close even under load.  When I put the new card in, it changed my cooling loop routing, airflow and created a fair amount of ambient case heat.  I was able to confirm this by raising the temp threshold and running prime95 to raise the cpu temp.  The buzzing didn't start until I crossed the new BIOS defined threshold.

Once I realized the noise was NOT coil whine I cleaned the waterblock, radiator and lines.  Then I made sure the lines weren't pinched and adjusted the airflow through my case.  My PC is running very cool now and no annoying electrical buzzing sound.

I also noticed that at least a few of the videos I found on the internet are potentially not coil whine, but sound a lot like the CPU temp alarm I experienced.  Hope this helps.
