Memory/GPU clock not slowing down at idle

I recently updated drivers, precision X, and to Windows 8 from Windows 7.  
I noticed that my GPU and Memory clock now stay constant in Precision X.  Before they would slow down at idle and my temps would drop faster as well.  Is there a setting I'm missing?  I'm using 326.80 with a GTX560.  Memory and GPU stay pegged at 2052 and 850 respectively.  My idle temp is around 44C whereas it used to be 23-27C.  Under load in BF3 I'm getting up to 62-64C.  
 
Hopefully it's just a setting I'm missing in Precision X, the bios, or Win 8.

    Is this with any programs open at all? Also, what are your full system specs?

    nothing running at all.  Windows sitting idle.  
     
    gigabyte mother board, socket 1155, core i5 2500, EVGA GTX560.  Kingston SSD.  
     
    i only use the system for gaming, so it is pretty minimal.  8 GB of 1333 Corsair RAM.  
     
    Could it be the lastest NVIDIA driver?

    I have this problem as well. For me though it happens on and off and I don't really notice it unless I look at gpu-z. I suspect it may be spyware running processes, but Idk. also in windows 8 maintenance takes place which could cause it also background virus scans. I don't really think it is an issue.

    if you have multiple monitors, nvidia 400/500 cards won't downclock themselves when idle

    Have you tried a 2D profile to force the down clock?

    Open your Task Manager and make sure you have no open browsers running.  New browsers now use the GPU for accelerated graphics which could have your GPU in a 3D state.  Open PrecX and click on the " i ".  Look near the bottom of the pop out box for "Active 3D processes".  If you have anything listed there besides PrecX, that is most likely what's keeping your GPU in a 3D clock state.
    Also, look in your NVCPL in the "Manage 3D Settings" >> "Global Settings" >> "Power Management Mode".  Make it's set to "Adaptive".

    I am having this problem as well. I have an overkill rig and with just system startup running only windows and utilities my clock speed is at full blast. I called EVGA and the guy was like.... completely uninstall the 980 and reinstall it. So I did, and it worked, until system restart. Please help.

    Here are the top causes of why a GPU would run at full clocks at idle...
     
    #1 You're running multiple monitors. Fix: Enable mutil display power saver using nvidia inspector.
    #2 Your machine has a virus. Fix: Scan computer using malwarebytes.
    #3 One or more programs running in the background are using your GPU. Fix: Perform a clean boot of windows.
    #4 Power management mode inside the nvidia control panel is set to prefer maximum performance. Fix: Set power management mode to adaptive then reboot your computer.
    #5 Running a resolution of 2560x1440 @ 144Hz. Fix: Change refresh rate to 120Hz.
    #6 K-Boost is enabled inside Precision X. Fix: Disable K-Boost.
    #7 Shadowplay is enabled inside geforce experience. Fix: Disable shadowplay inside geforce experience OR completely uninstall geforce experience from your machine (highly recommended)
