Low fps on 1080Ti ICX

Specs
i5 7600k
1080Ti ICX
16 Gb ddr4 2800 MHz
MSI Z270 Artic
144Hz 1440P monitor
650W 80+ Gold Seasonic PSU
 Cooler
450 MB Network adapter 
 
Ok so i've had this pc since September and i thought my fps was fine until about 2-3 weeks ago when i started watching benchmarks and asking my friends about there fps
and most of them are getting higher fps then me with lower end GPUs here are some fps averages and benchmarks below, not running any OC's btw.


I average 70-90 Fps on Rainbow Six Siege On medium to high settings on my 2560x1440p monitor on 2k Res and downscaled to 1920 and on my 1920p 60hz monitor my fps doesn't change so i don't think this is the problem.
 
On Overwatch on the high preset 90-105 on 2560x1440p and 110-130 on 1920p.
 
Heaven benchmark on extreme preset
 
Temps under load are > cpu max 65C gpu max 60C, Max gpu usage 81% couldn't push past this. Recorded using Speccy and gpu-z.
 
I've tried everything i could think of and or find online i've used DDU to uninstall all my old drivers then reinstalling tried the other PCI-e slots on my motherboard but it's currently in the first x16 slot I've tried a selective startup I've tried using different x6 and x8 pin connectors for my power I do have an NZXT hue but I've disconnected it to check if that could somehow be a problem but it affected nothing.
 
Wondering if anyone has any tips/help sorry if it seems cluttered just trying to provide as much information as possible, Thank you.

    Run a standard benchmark like 3DMark. Throwing numbers around from games at various resolutions and settings makes it impossible to tell if you have an issue or not.

    Those scores are lower than my 1080 ftw2 scores I get in timespy and firestrike. I would assume something is wrong with your card and I would RMA it.

    Your fire strike score is fine. Sounds like you and your friends aren't running the same resolution, nvidia control panel settings & in-game settings.

    Well what settings do you reccomend because 100 fps in overwatch isnt what i should be getting in ow on high preset

    The professional gamers play on medium settings in overwatch to get high fps for the high refresh rate and less distractions cluttering everywhere. If you have gsync 100 FPS on a 144hz display is plenty because with gsync it’s hard to tell a difference between 100-144hz realistically but you notice 30-99hz easily. And disregard my first post on the score, I was half awake in the early morning.

    Before issuing an RMA, try reformatting your computer. I have twice before experienced performance loss of up to 20% in Windows 10, once with a 1060 and once with a 1080. Your card might be fine. Reformatting my boot drive fixed the issue both times.

    100 fps is honestly more than enough for almost any game you're playing.




    It might be enough, but it's not the performance he SHOULD be getting for his investment.  My GTX 1080 runs Overwatch in Epic/Ultra at a pegged out 154fps (I set it to that to insure it never dips below 144).  Now my 1080 is liquid cooled in a custom loop and OC'd, so I'm getting 2126mhz at max boost w/ a mem OC of 350mhz and it's running on a 5ghz 8700k.

    PC: Intel i7-8700k (@5ghz), MSI GTX 1080 Seahawk EK X, ASUS Prime Z370-A, G Skill Trident Z RGB 3600 (@3800mhz)

    Yea but in more graphically intense games like siege i average 80fps and don't even touch 144 while my friend with the exact same setup except he has a 7700k doesn't dip below 180 on ultra

    So I don't know much about this, but when i got my 1080 and plugged it in my mobo, it ran extremely bad. Turned out it was a setting in the BIOS that had that particular pcie lane running slower than it was supposed to (?) or something of the sort. Which was weird because from what I had read i thought it should have worked fine, but once i changed it, everything righted itself
