Is anyone using this? As I was installing my 3080ti ftw3 it felt like the card was just touching the bracket so I took it out. I can’t see if it is touching with my case but it did feel like it was just resting on it.

The cooler of the card is supposed to rest on it. That is the purpose of the bracket's existence. It goes below the video card and holds the video card up. It should be nowhere near the PCB. I do not understand your question. Please explain.

How did you install the anti-sag bracket that it's touching a PCB...?

  I know the part that holds the card I’m up is meant to touch. It rests on the fan shroud. The issue is the backplate/pcb that is close to the motherboard touches the upper part of the bracket

Seems the OP is saying that the Inside Edge of the GPU - PCB - is potentially touching the Vertical bracket that is mounted above MB ... the Gap (or lack of a gap) between the inside (back) edge of the GPU pcb is very close to the MB mounted Vertical bracket What about cutting off all that would be above the 90 -- the part marked in Red in your photo, all the way down to just above the "shelf" 90 ?

I thought about doing this, unsure if the weight going onto the lower standoff would be to much.

wrap that by sliding a piece of shrink tubing to act as an insulator .... electric tape might not stay in place
