I was thinking since the max turbo goes to 4.3ghz would 4.5 be modest? I'm looking for longevity and stability.

I did a search and didn't see any OC Guides on here?

We had tons of OC guides on the x79 forums.

    Are you water cooling?
I'll be using my same custom loop.

I set my X299 FTW K  and 7820X to 4.3 to test some temps.  Mind you my environment is 70F...so still relatively cool.  Cooling with the EVGA CLC280...right now, I am idling at 20C.  If I run a full load with Cinebench, I see 62C.  Now when temps get warmer in the 90's here in Texas...I will idle at 24C and I have seen 67C as top temp with the CLC280 fans ramped up.  When I run things like games (Battlefield 1 or Assassin's Creed) I see temps around 42C and it never really gets much warmer than that.  Just keep an eye on your voltage.  Right now, at 4.3, the voltage I am seeing is 1.16.  When it really ramps up, voltage will get to 1.17.  After talking with Steve Burke at Gamersnexus and some EVGA techs...just try to keep the voltage on the chip under 1.2 and your temps will be really decent.  I do not suggest air cooling this chip or any other Extreme model.  Now that I am using the EVGA AIO, I am very comfortable with this cooling method.

Here is another photo, using the Stress CPU setting in CPU-Z and the temps and voltage with the chip totally ramped up...Mind you once the fluid in the AIO heats up...the temps will get to 62C or around there.  A 280mm cooler will certainly work well with the chip...

Yah but you're delided so I'm not going to push it to far.

Right now I'm at 4.4ghz AVX2/3 set to 1 and vcore on auto. Running smooth under load at 1.176vcore temp between 58-60c (in ambient room temp of around 75F

You have HEDT processor meant to work for you.  Use all your cooling to thermal or voltage specification limits (and maximum noise you want from cooling).  Delid doesn't matter - temperature sensors in chip.

I was thinking since the max turbo goes to 4.3ghz would 4.5 be modest?

Don't expect anything overclocking.  Test it.  Every chip/component/system unique.  Modest means cooling prevents thermal throttle. ;)
