If anybody has the game and can't get it to run in W7 let me know.

    Yeah, I'll be included in that.
     
    I installed all Patches up to 1.14 (fan made) and then run the game. It said it's unable to load from file:screen\CHARSET.BMP Generate Exception?
     
    I can get it to go a little further by running it in compatability for XP (SP3), at which point I can get to the scenario menu in Single Player, but then it just crashes to desktop.

    This game is meant for Windows 98 and isnt even officially compatible with Windows XP. You MIGHT be able to get it to run in Windows XP compatibility mode if you force it to run at a supported resolution. The game does not support widescreen and will crash if you try. Go to the folder where you have the game installed and create a new text file, name it ig2.ini and and enter the following...
     
    Display driver = Primary Display Driver Video mode = 1024x768x16 Sound driver = SigmaTel Audio Sampling rate = 44100 Animation quality = High  
    This will force the game to run in a 4:3 screen size. Like I said it might work, might not.

    @BlackSapphire08, thanks for the tips!  Since you said Imperium Galactica 2 is written for Windows 98 I tried the Windows 98 compatibility mode and it works.  Also, setting Video mode = 1024x768x32 (instead of x16) gives a better look.
